Argentina Grants Strategic Investment Status to Vicuña Copper District

Vicuña Corp. has secured inclusion of the Josemaria and Filo del Sol deposits under Argentina’s large-scale investment incentive framework, marking a significant regulatory development for one of the largest emerging copper districts in South America.

The approval places both deposits within Argentina’s RIGI investment regime and grants the project the enhanced PEELP designation reserved for long-term strategic export developments. According to Lundin Mining, the Vicuña project is the first copper mining development in the country to obtain RIGI PEELP status.

The decision introduces a new fiscal and regulatory framework for a project jointly backed by Lundin Mining and BHP, which are advancing plans for a large-scale copper development spanning Argentina and Chile.

Cross-Border Copper District Advances

The Vicuña district combines the Josemaria deposit, located in Argentina, with the Filo del Sol deposit, which extends across the Argentina-Chile border.

Development planning is currently centered on an initial sulphide processing operation linked to Josemaria. A technical study released in February estimated Stage 1 capital expenditure at US$7.1 billion.

The scale of the district places it among a limited group of major copper projects being evaluated for potential production growth later this decade and into the 2030s.

Enhanced Investment Framework Extends Benefit Period

The PEELP designation provides project-specific benefits beyond those available under Argentina’s standard RIGI framework. Under the enhanced classification, the project receives a benefit period of 40 years, compared with 30 years under the conventional regime. The designation also includes provisions for accelerated revenue repatriation and export-duty advantages.

For a capital-intensive mining development located at high altitude and involving cross-border operations, the revised investment framework is expected to form part of future financing and development planning.

Copper Development Supports Argentina’s Sector Ambitions

The Vicuña district forms part of Argentina’s broader effort to rebuild a domestic copper mining industry following the closure of Alumbrera, which left the country without significant copper production. Reuters reported earlier in 2026 that Vicuña could increase its investment in Argentina to approximately US$800 million, representing a potential doubling of spending compared with previous levels. The project is being advanced at a time when global copper demand is being supported by power grid expansion, electrification, renewable energy deployment, data centre construction and broader industrial investment.

Development Path Still Requires Multiple Approvals

While the latest regulatory approval strengthens the project’s investment framework, several development milestones remain before construction can proceed. The district must continue advancing through permitting processes while addressing infrastructure requirements, power supply, water management, community engagement programs and cross-border logistics.

Financing arrangements and broader project execution planning also remain part of the development pathway as sponsors evaluate future investment decisions.

The Josemaria and Filo del Sol deposits now hold RIGI PEELP status, providing an updated regulatory platform as Lundin Mining and BHP continue advancing the Vicuña copper district toward potential large-scale development.
