Cornish Metals Proposes €161 Million Raise for South Crofty Tin Mine

Cornish Metals has proposed a €161 million equity financing to advance its South Crofty tin project in Cornwall, combining institutional investment, commodity-trading support and existing bond financing to fund mine development.

The proposed raise includes a conditional investment of approximately €13.3 million from Glencore, alongside participation from the UK’s National Wealth Fund, Vision Blue Resources and other institutional investors. Glencore has also agreed to purchase 100% of South Crofty’s tin concentrate production for six years once commercial operations begin.

The project is targeting first production in mid-2028, with the financing package intended to support its transition towards construction.

Equity Raise Linked to Existing Bond Financing

The proposed equity transaction is intended to meet a condition attached to Cornish Metals’ existing Nordic bond financing, valued at approximately €187 million equivalent. The bond proceeds remain in escrow and cannot yet be accessed.

Completing the equity raise could therefore release a substantially larger pool of development capital. Cornish Metals estimates mine-development capital at approximately €220 million, within a broader financing and expenditure framework of around €359 million. The financing structure brings together equity investment and debt funding for the same development programme, with the release of the bond proceeds dependent on the relevant conditions being satisfied.

Glencore Secures Six-Year Tin Offtake

Glencore’s participation combines a conditional equity investment with a long-term sales agreement covering all tin concentrate production for six years after commercial production begins.

The offtake agreement provides a defined route to market for South Crofty’s output and reduces the project’s exposure to future marketing uncertainty. Glencore’s direct investment also gives the commodity trader a financial interest in the mine’s development.

Tin is widely used in electronics, solder, semiconductors and energy systems, while global supply is concentrated in a relatively small number of producing countries. South Crofty forms part of broader European efforts to restore domestic production of strategically important metals.

Permitting and Development Conditions Remain

The project remains subject to execution and financing risks. The equity raise requires shareholder approval, while the bond proceeds remain conditional on the applicable financing requirements.

Cornish Metals must also secure additional planning and environmental consents before commercial production. Mine rehabilitation, underground development and processing plant construction must proceed within the project’s budget framework. The next milestones include completion of the equity bookbuild, shareholder approval and the release of the bond proceeds from escrow.
