KEFI Restarts Tulu Kapi Development as Security and Financing Risks Remain

KEFI Gold and Copper is resuming development work at its Tulu Kapi gold project in Ethiopia following a suspension after a security incident. The phased restart covers electricity infrastructure, roads, resettlement, security and earthworks.

The restart comes amid a stronger gold-price environment, but construction progress will depend on more than projected metal prices. Security conditions, infrastructure access, foreign-exchange arrangements, insurance availability, permitting and local agreements remain important factors in determining whether the project can advance on schedule.

KEFI said it had consulted government and community representatives as part of the return to development. The phased approach places operational security and stakeholder engagement among the issues relevant to contractor mobilisation and financing assessments.

Tulu Kapi’s Financing Structure

KEFI’s interim results outlined a financing package comprising $240 million in secured project debt from the Africa Finance Corporation and the Eastern and Southern African Trade and Development Bank, alongside $60 million in mining-fleet financing and more than $100 million in equity-risk capital from several sources.

These components carry different drawdown requirements, contractual obligations and commercial conditions. The total package should not be treated as unrestricted cash already spent on construction. A stronger gold market can improve projected operating margins and reduce theoretical payback periods. Interruptions during development can increase interest costs during construction and delay the start of production, postponing the cash flow needed to service debt.

Security, Contractors and Lender Protections

The security incident and subsequent suspension make operational security a material consideration for project credit assessments. Although KEFI’s disclosures describe consultations with government and community representatives, lenders will also require evidence that security arrangements, contractor mobilisation and community conditions can be sustained.

Mining services agreements do not automatically remove a project sponsor’s construction or country risks, even where contracts carry values of hundreds of millions of dollars over a mine’s operating life. Financing conditions may include insurance, political-risk protections, reserve accounts, step-in rights and monitoring of environmental and social performance.

Construction Schedule and First Gold Target

Tulu Kapi has previously targeted first gold production in 2028. The suspension places greater emphasis on an integrated schedule covering grid and road infrastructure, resettlement, plant mobilisation, financing drawdowns and initial ore processing.

Investors will need updates showing progress against the project’s critical path, together with the cash resources and contingencies available to protect the construction timetable. The pace of development and the stability of operating conditions will determine whether the financing package can be converted into a producing gold mine.
