Halo Minerals Advances Chile Tailings Project with Key Mining Permit

Halo Minerals has obtained a mining permit for its Playa Verde copper-gold tailings project in Chañaral, Chile, authorising dredging of mineral-bearing material, including sections within the urban area. The approval removes a significant regulatory obstacle for the development, which aims to recover metals from historic coastal mine waste while supporting environmental remediation.

The authorisation, confirmed on October 23, follows a favourable environmental assessment. Chile’s housing and urban-development authorities have also raised no objection to the proposed mining works. The project is designed to process and condition historic tailings deposited along the coastline, recovering copper and gold from material that has already been mined and discarded.

Outstanding concessions remain necessary

Despite securing the permit, the London-listed company must obtain further authorisations, including a mining easement and maritime concession, before advancing the project through the remaining development stages.

No final investment decision or new construction-financing package was announced alongside the permit. The approval therefore represents a confirmed regulatory milestone rather than clearance to proceed with unrestricted full-scale construction. Projects involving historic coastal tailings can require authorisations from multiple agencies responsible for mining, land use, maritime access and environmental management. Completion of the outstanding approvals remains necessary before construction can advance.

Tailings reprocessing targets copper and gold recovery

Playa Verde’s development model differs from conventional greenfield mining because its mineral-bearing material has already been extracted and deposited. The approach avoids the need for conventional drilling, blasting and large-scale open-pit development.

The project’s economics will depend on whether copper and gold grades and recovery rates are sufficient to cover dredging, processing and waste-management costs. Halo must demonstrate consistent metallurgical performance to establish the viability of recovering metals from the historic tailings. The development is expected to produce copper cathode and copper concentrate, providing two potential product routes for commercial sales.

Financing and commercial arrangements remain pending

The project combines potential metal recovery with the processing and conditioning of historic mine waste. Removing and reprocessing the material, followed by redeposition under modern standards, could also provide environmental benefits.

The project has not yet secured a reported final investment decision or construction-financing package, and no binding European buyer has been identified. Its European market relevance stems from Halo’s London listing and the potential addition of copper units to international supply. The next development milestones include completing the outstanding concessions, confirming the final project configuration and securing the capital required for construction.
