Kazera Relies on Partner-Funded Development to Advance South African Mineral-Sands Project

Kazera Global is progressing development of its South African mineral-sands project through a production-sharing arrangement under which South Africa AT Investment is responsible for funding all development expenditure, operating costs and working capital. Kazera’s subsidiary, Whale Head Minerals, is entitled to a 20% cost-free share of production.

Technical personnel from South Africa AT Investment have arrived at the project site to prepare processing activities across the Walviskop and 2A areas. Their mobilisation marks the start of technical preparations under the agreement, although it does not confirm that the full construction budget has already been spent or deposited. The partner’s obligations cover 100% of capital expenditure, including equipment and infrastructure, as well as operating expenses and working capital. Kazera is therefore not required to finance these costs directly under the agreed structure.

Production-Sharing Agreement Transfers Funding Obligations

The arrangement allows Kazera to retain a minority production entitlement without raising project equity or debt to cover development. In return, the company has allocated the larger share of project economics to its funding and operating partner.

This structure limits Kazera’s direct capital requirements and exposure to potential shareholder dilution. However, delivery remains dependent on South Africa AT Investment providing the required funding and carrying out the development programme.

The agreement establishes the partner’s contractual responsibility for expenditure, but the latest announcement does not confirm that all construction capital has been deployed. Technical mobilisation has begun while the mine plan and implementation requirements remain under development.

Processing Targets Set for 2027 and 2029

The preliminary development plan envisages production of approximately 240,000 tonnes of heavy mineral concentrate in 2027. Three processing units are planned for installation during that year, with the number potentially increasing to five units by 2029.

These figures remain development targets rather than evidence of installed or commissioned capacity. The mine plan is still being finalised, and the proposed production volumes will depend on the installation and operation of the processing equipment. Heavy mineral concentrates can contain zircon, ilmenite and other minerals used in ceramics, pigments, metals and advanced industrial applications.

Registration of 2A Mining Right Remains a Financial Milestone

A further payment of approximately €1.57 million from South Africa AT Investment is conditional on final registration of the 2A mining right. Kazera has not yet received the funds, making completion of the registration process an important outstanding milestone.

Formal registration would trigger the contingent payment and support implementation of the production-sharing arrangement. The development programme also requires finalisation of the mine plan and the start of processing equipment installation.

Execution Depends on Partner Funding and Equipment Installation

Kazera’s model provides London-listed exposure to South African mineral-sands production without requiring the company to fund the project directly. No dedicated European industrial customer has been identified, so the project’s European connection is currently through its London-listed ownership rather than an established physical supply agreement.

The structure reduces Kazera’s immediate financing burden but makes project execution dependent on its partner’s capacity and commitment to meet the agreed expenditure obligations. The next stages include registration of the 2A mining right, receipt of the €1.57 million contingent payment, completion of the mine plan and installation of the processing units required to pursue the 2027 heavy mineral concentrate target.
