Europe’s Critical Minerals Strategy Shifts Toward Supply Chain Control

Europe’s critical minerals strategy is moving beyond securing mining permits and resource access as governments and companies increasingly focus on controlling processing, manufacturing and strategic industrial capacity. Recent transactions, financing decisions and regulatory changes show a shift toward building integrated value chains covering extraction, mineral processing, component manufacturing and supply security.

The development is particularly visible in the rare earth sector, where Energy Fuels agreed to acquire Germany’s Vacuumschmelze (VAC) in a transaction valued at $1.9 billion.

Rare Earth Acquisition Expands Western Magnet Capacity

The VAC acquisition highlights the growing importance of downstream industrial capability in critical minerals markets. VAC is a German permanent magnet manufacturer with more than 100 years of operating history, approximately 3,600 employees, more than 1,000 customers, and production operations across Germany, the United States, Malaysia and China. For Energy Fuels, the transaction provides access to a manufacturing segment that requires technical qualification, customer approval, supply chain traceability and long-term industrial relationships.

Permanent magnets are used in sectors including automotive, defence, robotics, wind energy, aerospace and industrial automation, where customers typically require extensive testing and qualification before changing suppliers. Energy Fuels is paying $718 million in cash and issuing 65.853 million shares to seller Ara Partners, which is expected to retain approximately 20% ownership of the enlarged company and receive board representation. The transaction is structured as an attempt to establish a Western rare earth platform spanning feedstock supply, separation and magnet manufacturing.

Greenland Projects Highlight Strategic Resource Competition

Critical minerals development in Greenland is progressing through both investment opportunities and permitting challenges. Greenland Resources secured C$7 million, approximately $4.93 million, from Canada through the Critical Minerals Research, Development and Demonstration programme operated by Natural Resources Canada for the Malmbjerg molybdenum project in eastern Greenland. The funding represents Canada’s first direct investment by a G7 government into mining in Greenland.

Molybdenum is used in high-strength steel, aerospace alloys, energy infrastructure and defence applications, and is classified as a critical mineral by both the European Union and the United States.

The Malmbjerg project’s strategic importance extends beyond its mineral resource, as Greenland occupies a position between Arctic resource development, European supply security objectives and North American critical minerals policy. At the same time, Greenland’s mineral sector continues to face regulatory and social challenges.

The government rejected a licence renewal connected to the Kuannersuit/Kvanefjeld rare earth project, controlled by Greenland Minerals, a subsidiary of Australia’s Energy Transition Minerals. The project has faced long-standing opposition related to uranium by-products and environmental concerns.

Graphite Development Moves Toward Battery Material Production

Graphite is emerging as another focus area for European supply chain development. GreenRoc Strategic Materials has advanced its Amitsoq graphite project and active anode material programme through an additional €2 million drawdown from Denmark’s EIFO facility. The financing supports development of the Amitsoq deposit, processing of an 18-tonne bulk sample, Phase III drilling and operation of the company’s active anode material pilot plant in Denmark. GreenRoc has also continued spherical graphite testing, including processing approximately 700 kg of 95% graphite concentrate through multiple test programmes.

The development approach reflects a broader industry shift toward producing battery-grade materials rather than simply extracting raw graphite. Battery supply chains require processed anode material that meets technical specifications through purification, shaping, coating, quality control, emissions reporting and customer qualification.

South Crofty Tests European Tin Mine Revival

The UK’s South Crofty tin project in Cornwall is another example of Europe’s effort to restore domestic mineral production. Cornish Metals signed a new 25-year mineral lease covering part of the historic South Crofty mining area. Tin remains important for solder, electronics, energy systems and advanced manufacturing.

Project materials indicate potential average annual production of approximately 4,700 tonnes of tin-in-concentrate during the first five years of operation. The project represents an effort to restart mining in a historic European district under modern environmental, financing and community requirements. Cornwall provides geological potential and existing infrastructure advantages, while also presenting the higher costs and permitting expectations associated with Western European mining jurisdictions.

EU Investment Screening Expands to Critical Materials

The European Commission’s updated foreign investment screening rules published in late June place critical raw materials within the minimum scope of national investment review mechanisms. The revised framework expands scrutiny to indirect foreign investment and EU-based investors ultimately controlled from outside the bloc.

Member states are expected to implement minimum requirements within 18 months after the rules enter into force. The changes reflect a broader policy shift in which critical minerals are increasingly treated as economic security assets rather than only industrial inputs.

Future acquisitions, joint ventures, offtake agreements, processing facilities and technology-transfer arrangements are expected to face greater scrutiny regarding ownership, supply routes, intellectual property control and resilience during supply disruptions.

New Financing Model Emerges for Strategic Projects

The investment-screening changes coincide with challenges around financing European mineral projects. Mining developments require long-term capital but face permitting risks, commodity price volatility, execution challenges and environmental requirements.

Historically, Chinese companies, traders and industrial groups have supported mineral supply chains through offtake agreements, prepayments, processing partnerships and construction support. Europe’s strategy is increasingly moving toward a combination of public grants, concessional lending, development-bank support, EU-backed guarantees, industrial equity participation and strategic offtake agreements.

Projects involving mines, refineries, chemical plants, magnet facilities and battery-material production still require years of technical development, permitting and customer qualification.

International Partnerships Expand Supply Options

The European Union is also strengthening cooperation with external partners on critical minerals. EU engagement with Brazil reflects efforts to secure supply from partner jurisdictions while encouraging domestic processing, refining, separation capacity and technology cooperation rather than simply importing raw materials.

Similar discussions between Canada and Japan include cooperation on critical minerals projects, offtake agreements and potential stockpiling arrangements involving materials such as graphite and gallium. Governments are increasingly considering strategic reserves because supply disruptions can occur faster than new mining and processing capacity can be developed.

Lithium Investment Highlights Scale Challenge

Lithium remains another key area where Europe faces competition from global mining companies. Rio Tinto has indicated that its lithium business could expand faster than its copper, iron ore and other major divisions, with a target of approximately 200,000 tonnes of annual lithium production by 2028 following the Arcadium acquisition.

The scale of global majors creates additional competition for European lithium projects, including Keliber in Finland, Vulcan Energy Resources in Germany, Cinovec in the Czech Republic and conversion capacity linked to Guben. European projects will need to compete through technical development, financing structures and customer agreements while managing commodity price cycles.

Environmental Requirements Shape Project Financing

Environmental performance remains a central factor across European critical minerals development. Water availability, tailings management, biodiversity impacts, land use and community acceptance are increasingly important considerations for permitting and financing. Projects located in water-stressed regions face additional requirements around drought resilience, discharge controls, monitoring systems and long-term environmental management.

Investors and lenders are increasingly evaluating whether projects can operate under stricter environmental standards while maintaining social acceptance and commercial viability. The emerging European critical minerals market is increasingly focused on projects capable of moving from geological resources to qualified industrial products.

Recent developments, including the $1.9 billion VAC acquisition, C$7 million Malmbjerg grant, €2 million Amitsoq financing, South Crofty’s 25-year lease agreement and expanded EU investment screening framework, show a growing emphasis on processing capability, industrial integration and control of strategic supply chains.
