European Metals Producers Seek EU Environmental Data Framework for Green Product Rules

Europe’s non-ferrous metals industry is urging the European Commission to establish a complete environmental data framework needed to support upcoming green product regulations, warning that the lack of an operational Environmental Footprint (EF)-compliant database could create uncertainty for producers, buyers, importers and regulators.

A joint industry letter published on 22 June 2026 calls for the Commission to release an official methodology for EF-compliant datasets and the related elementary flow list, enabling consistent lifecycle modelling across materials, products and industrial sectors.

Environmental Footprint Data Becomes Part of Market Compliance

Environmental Footprint methods are increasingly becoming a foundation of the European Union’s industrial sustainability framework. The Commission defines Environmental Footprint methods as tools for modelling, calculating and reporting lifecycle environmental impacts of products and organisations, based on international standards including ISO 14040/44.

For industrial companies, EF data is evolving beyond a sustainability reporting tool into a reference system that will influence how products demonstrate their environmental performance in the EU market.

ESPR Introduces Broader Product Sustainability Requirements

The issue gains importance as the Ecodesign for Sustainable Products Regulation (ESPR), established under Regulation (EU) 2024/1781, becomes the EU’s framework for setting sustainability requirements for products placed on the market. The regulation expands sustainability requirements beyond traditional energy-related products by addressing product durability, recyclability, recycled content, lifecycle impacts, carbon footprint and environmental footprint.

ESPR links environmental footprint assessments to lifecycle quantification through the Product Environmental Footprint method and other scientific approaches adopted or implemented by the Commission.

Steel and Aluminium Identified as Priority Materials

The metals sector is directly affected through the Commission’s 2025–2030 ESPR Working Plan, which identifies iron and steel and aluminium as priority intermediate products. The Commission estimates the EU market size for iron and steel at €152 billion in 2023, with an indicative regulatory adoption timeline of 2026.

Aluminium is listed with an EU market size of €40 billion in 2019 and an indicative adoption timeline of 2027. Measures covering steel and aluminium are expected to complement existing climate and environmental mechanisms, including the EU Emissions Trading System (ETS) and the Carbon Border Adjustment Mechanism (CBAM).

Metals Supply Chains Require Consistent Lifecycle Data

The industry argues that reliable environmental datasets are essential because metals are intermediate materials used across complex supply chains. Products such as aluminium, copper, zinc and nickel can move through multiple stages including rolling, extrusion, casting, machining, cable manufacturing, automotive component production, electronics manufacturing, construction and energy infrastructure before reaching end users.

The absence of consistent EF data could result in different environmental assessments for identical materials depending on assumptions related to datasets, electricity mixes, recycling rates, allocation methods or system boundaries. For companies operating in markets increasingly shaped by digital declarations and environmental comparisons, inconsistent data could create procurement uncertainty, pricing challenges and regulatory disputes.

Commission Reviews Verification and Downstream Impacts

The European Commission has acknowledged that regulation of intermediate products affects not only material producers but also downstream manufacturers using those materials. The ESPR Working Plan states that impacts on relevant downstream markets must be carefully assessed and identifies the reliability and cost of verification systems as key considerations. The non-ferrous metals sector is seeking a complete reference data structure before environmental information requirements become widely applied across industrial value chains.

Digital Product Passports Increase Data Requirements

The development of Digital Product Passports under ESPR further increases the importance of structured environmental information. The regulation establishes digital product passports as tools for traceability across value chains through unique identifiers for products, operators and facilities.

Passport information must be machine-readable, structured, searchable and transferable through an open and interoperable data exchange network, with access rights determined according to stakeholder categories. As a result, lifecycle and environmental information will increasingly become structured operational data connected to products, production facilities and supply-chain participants.

Energy Costs and Global Competition Shape Metals Sector Concerns

European non-ferrous metals producers operate in energy-intensive and capital-intensive industries exposed to global commodity pricing, including markets linked to the London Metal Exchange.

The European Commission has noted that high electricity costs discourage investment in primary production, while import dependence has increased and downstream activities account for the majority of sector employment.

The metals industry argues that accurate EF datasets could allow producers to demonstrate improvements related to lower-carbon electricity use, increased recycled content, improved scrap sorting, cleaner process heat, reduced emissions and higher material recovery rates. In contrast, incomplete datasets could create generic environmental assumptions that fail to distinguish between producers with different operational performances.

Critical Raw Materials Rules Add Strategic Importance

Environmental data requirements are also connected to the EU’s critical minerals strategy. The Critical Raw Materials Act gives the Commission authority to establish environmental footprint rules for critical raw materials with the objectives of increasing circularity, improving sustainability and allowing customers to make informed choices about products containing these materials.

For metals used in battery manufacturing, electricity grids, wind turbines, solar infrastructure, defence systems, aerospace applications and electronics, environmental performance is becoming part of broader supply chain security considerations.

Export Suppliers Face Growing Documentation Requirements

The requirements are also expected to affect non-EU suppliers, including producers and processors in the Western Balkans, Turkey, North Africa and other nearby supply markets.

Companies exporting into the EU will increasingly require detailed plant-level information, including energy-source documentation, mass-balance records, recycling-content verification, process emissions data and information suitable for EU buyers, auditors and digital product systems. The development follows the broader approach already established through CBAM, where environmental performance increasingly depends on technical documentation and verification.

Industry Seeks Operational Infrastructure for Environmental Data

The metals sector’s request to Brussels includes an official EF methodology, an elementary flow list and a Commission-managed dataset exchange node. Industry representatives argue that these elements are needed to connect EU sustainability regulation with industrial production systems.

The requested infrastructure would support lifecycle data management, factory-level measurement, reporting and verification systems, verified electricity sourcing information, supplier data protocols and environmental due diligence processes across metals value chains.
