European Lithium Projects Face Growing Focus on Financing and Execution

Europe’s lithium sector is entering a new phase in which project financing, construction progress, processing capability, permitting status, and community engagement are becoming the primary measures of project advancement. As the region seeks to establish domestic battery raw material supply chains, investors are increasingly focused on whether lithium developments can secure funding, build processing capacity, and operate through periods of commodity price volatility.

Vulcan Energy secures funding for integrated lithium development

Vulcan Energy has reached financial close on a €2.2 billion financing package for its Lionheart project in Germany’s Upper Rhine Valley.

The project is designed as an integrated operation combining lithium extraction from geothermal brines, renewable power generation, heat production, and lithium hydroxide manufacturing. The development links upstream resource extraction with downstream chemical conversion within a single industrial platform.

The project’s progression is now tied to construction, commissioning, and operational delivery of a commercial-scale brine-to-lithium chemical processing system.

Keliber advances toward production in Finland

Sibanye-Stillwater reported that construction activities at its Keliber lithium project in Finland, including cold commissioning, remain on schedule for completion in Q1 2026.

The company estimates the total capital investment required to complete the construction phase at approximately €783 million. Keliber is being developed as an integrated lithium operation incorporating mining and downstream processing.

Subsequent reporting by Reuters indicated that Sibanye-Stillwater is seeking European Union measures aimed at protecting the project from lithium price volatility and what it described as unfair global competition.

State investment supports French lithium development

The EMILI lithium project being developed by Imerys in France has secured direct support from the French government through a planned €50 million investment for a minority ownership stake.

The project is designed to produce 34,000 tonnes per year of lithium hydroxide and is expected to support lithium demand equivalent to approximately 700,000 electric vehicles annually. The investment represents direct state participation in a strategic minerals project and adds government capital to the development of domestic lithium supply capacity.

AMG expands European lithium resource position

AMG Critical Materials has agreed to acquire the remaining majority interest in Zinnwald Lithium that it does not already own.

The transaction adds a German lithium resource to AMG’s European portfolio and complements its existing lithium hydroxide refining operations at Bitterfeld-Wolfen. The combination of upstream lithium resources and downstream refining capacity strengthens the company’s position across multiple stages of the lithium value chain.

Permitting and community engagement remain central in Portugal

Savannah Resources continues to advance the Barroso lithium project in Portugal, a development with strategic significance for European battery materials supply.

The project has also become the subject of legal and environmental scrutiny. Environmental organisations have filed a lawsuit against the European Commission challenging its decision to grant strategic-project status to Barroso, arguing that critical minerals policy should not override environmental and community considerations.

Savannah Resources has continued stakeholder engagement activities and reported progress on the proposed Boticas bypass road. Public consultation on the infrastructure project is scheduled to continue through July 2026.

Integrated supply chains gain prominence across Europe

Recent developments across Lionheart, Keliber, EMILI, Zinnwald, and Barroso illustrate the increasing emphasis on integrated lithium supply chains that combine resource development, chemical processing, financing, permitting, infrastructure, and stakeholder engagement.

Projects led by Vulcan Energy, Sibanye-Stillwater, Imerys, AMG Critical Materials, and Savannah Resources are progressing through different stages of development, with financing packages, construction milestones, refining capacity, government participation, and permitting processes becoming key factors in project advancement across Europe’s lithium sector.
