Denison Mines has confirmed that its Phoenix In-Situ Recovery (ISR) uranium project in Saskatchewan, Canada, has become the first large-scale Canadian uranium mining project to secure all necessary regulatory approvals required to begin construction. The company said the milestone follows years of planning, permitting, and technical development. Denison positioned the approval as a step toward advancing the Phoenix project into the next phase of development.
Phoenix permitting complete and construction activities begin
After completion of the permitting process, Denison reported it has made a final investment decision for the Phoenix project. The company also initiated schedule-critical site preparation and early construction activities. Management is targeting first uranium production in mid-2028.
Denison said the Phoenix project uses ISR mining technology, designed to extract uranium with a reduced surface footprint compared with conventional mining approaches. The company noted that ISR has drawn increasing attention from mining operators seeking more efficient and environmentally responsible production methods.
Uranium sales agreement adds near-term delivery and pricing
In its first-quarter updates, Denison said it secured a near-term uranium sales agreement to strengthen its commercial outlook. Under the contract, the company will deliver approximately 550,000 pounds of U3O8 uranium concentrate between the second quarter of 2026 and the first quarter of 2027. Denison reported an average selling price of US$99.07 per pound.
The company said the agreement provides additional revenue visibility as it advances its larger development projects. Denison also linked the sales commitment to confidence in market conditions while construction work progresses on Phoenix.
Athabasca Basin focus and development pipeline
Denison’s primary focus is the Athabasca Basin in northern Saskatchewan, which it described as one of the world’s most prolific uranium-producing regions. The basin hosts high-grade uranium deposits, and Denison said it remains a strategic source of supply for the international nuclear fuel market.
The company’s activities in the region include uranium exploration, project development, mining-related environmental services, and resource expansion initiatives. Denison said its land position and development pipeline provide leverage to long-term uranium demand growth.
Nuclear demand backdrop and sector investment themes
Denison stated that global interest in nuclear power is supporting renewed attention to uranium markets. It said governments increasingly view nuclear energy as relevant to energy security, decarbonization strategies, and reliable baseload electricity generation.
The company also referenced expectations for additional uranium demand supported by new reactor construction, reactor life extensions, and emerging advanced nuclear technologies over coming decades. Against this backdrop, Denison said its portfolio includes approved development projects, strategic uranium inventories, and exposure to Canadian assets including Phoenix and Gryphon.
Portfolio includes McClean Lake operations and Gryphon development exposure
Denison said its portfolio provides exposure to multiple sources of future uranium production and sales. In addition to development-stage assets, it cited uranium holdings and participation in active production at the McClean Lake operation.
The company also pointed to future development opportunities associated with both Phoenix and Gryphon. Denison said this diversification is intended to maintain flexibility as market fundamentals strengthen.
Phoenix enters a construction stage with regulatory approval secured
With full regulatory approval secured for Phoenix, construction activities underway, and uranium sales commitments in place, Denison said it has entered a pivotal stage of corporate development. The company described progress as aligned with broader momentum in the uranium industry as investors and governments focus on securing future nuclear fuel supplies.
Denison stated that if project development proceeds according to schedule, Phoenix could become one of Canada’s most important new uranium operations. It also said such progress would strengthen its role in the global uranium market over subsequent years.
