First Quantum Targets Argentina’s RIGI Incentives for €4.7 Billion Taca Taca Copper Project

First Quantum Minerals is preparing an application for Argentina’s large-investment incentive programme for its Taca Taca copper project in Salta province, a proposed development with potential capital requirements of up to €4.69 billion and projected annual output of approximately 209,000 tonnes of copper.

Argentine officials have indicated that initial investment could reach around €3.75 billion, while total project expenditure may rise to approximately €4.69 billion. The proposed mine has an estimated operating life of around 35 years, making it one of the largest undeveloped copper assets in First Quantum’s portfolio.

The company intends to seek approval under Argentina’s RIGI regime, which provides tax, customs and regulatory stability for major investments. Entry into the framework could reduce long-term fiscal uncertainty and improve the project’s ability to attract financing.

RIGI Application and Project Financing

The application remains at the planning stage and has not been confirmed as approved. The indicative investment figures represent prospective project capital requirements, rather than secured or committed funding. First Quantum has not taken a final investment decision, and no construction-financing package has reached financial close. No binding European industrial offtake agreement has been disclosed.

Given the project’s scale, development is likely to require a combination of corporate funding, project debt, strategic partnerships or other financing arrangements. Even with access to RIGI incentives, the company must complete further project preparation and secure the capital needed for construction. Formal admission to the incentive regime would be an initial milestone. Project design, financing arrangements and construction approval would remain outstanding steps before development could proceed.

Copper Production and International Supply

Taca Taca is projected to produce approximately 209,000 tonnes of copper annually over a mine life of about 35 years. If developed, the operation would become a substantial source of new supply for international smelters.

Its potential output is relevant to European markets, where copper demand is supported by investment in electricity grids, renewable energy, data centres, electric vehicles and industrial electrification. The project has strategic relevance through its potential contribution to global availability, although no dedicated EU customer has been identified.

A mine operating for around 35 years would also supply copper across multiple commodity cycles. However, these production and supply prospects remain conditional on financing, permitting and construction.

Argentina’s Expanding Mining Pipeline

Taca Taca would contribute to Argentina’s development as a major mining jurisdiction beyond lithium. The country’s lithium sector has attracted substantial international investment, while several large copper projects are progressing through permitting and financing processes.

If Taca Taca advances into construction, it would strengthen Argentina’s position in large-scale base-metal production. For now, the project remains at the pre-construction stage, with the planned RIGI application representing the next immediate investment milestone. Committed capital, a final investment decision and construction approval have yet to be secured.
