US and EU Strategies for Securing Critical Minerals Intensify

The global competition for critical minerals has reached a pivotal moment as the United States and European Union implement distinct strategies to secure their supply chains. This race is driven by the increasing importance of these materials in energy production, defense systems, and advanced technology sectors. Both regions are recognizing the necessity of safeguarding their economic and national security through effective resource management.

Since the beginning of 2025, the Trump Administration has positioned critical minerals as essential to national security. An Executive Order issued in April emphasized the need for reliable supply chains for processed minerals such as rare earths, lithium, cobalt, and copper. With the US heavily reliant on imports—over 95% of its rare earth elements come from abroad—the focus has shifted towards localizing production to enhance self-sufficiency.

The US strategy incorporates a blend of government funding, public-private partnerships (PPPs), and strategic agreements. Notable initiatives include:

  • EO 14154 (“Unleashing American Energy”) – Aimed at deregulating and incentivizing the US’s position as a leading producer and processor of non-fuel minerals.
  • EO 14241 (“Immediate Measures to Increase American Mineral Production”) – Focused on streamlining permitting processes and utilizing the Defense Production Act to facilitate financing for critical projects.
  • Financial Instruments – Allocation of US$2 billion for stockpiling critical minerals and US$5 billion for investments in supply chain enhancements.

High-profile transactions exemplify this approach, including a US$2.3 billion loan restructuring with Lithium Americas and a decade-long offtake agreement with MP Materials. Such measures aim to mitigate investment risks while fostering alliances with countries like Australia, Japan, and Kazakhstan. A proposed preferential trading zone for critical minerals with allies—including the EU—seeks to stabilize market prices and build resilient supply networks independent of dominant producers.

Conversely, the European Union has adopted a more financially driven and regulatory approach, focusing on enhancing domestic supply chains without direct ownership. Central to this strategy is the Critical Raw Materials Act (CRMA), which aims to promote sustainability while ensuring access to essential materials.

The EU’s key measures encompass:

  • EIB and EBRD Financing – Doubling support for critical raw materials projects with €2 billion earmarked for new investments.
  • Strategic Projects – Targeting 47 projects within Europe and 13 internationally to secure extraction and processing benchmarks by 2030.
  • Circular Economy Focus – Emphasizing recycling initiatives, particularly for battery metals, to lessen reliance on primary imports.
  • Global Diversification – Establishing equity stakes and offtake agreements with Australia while collaborating with South Africa on integrated value chains.

The EU’s strategy relies on leveraging regulatory frameworks and financial incentives to shape global norms while ensuring resilience through diversification rather than direct control. Both regions have tightened oversight on foreign investments in critical minerals; in the US, CFIUS reviews transactions to safeguard national security from foreign competitors. Similarly, the EU is enhancing its mandatory foreign direct investment screening mechanisms across Member States.

The future landscape of resource security is evolving as Western governments redefine their strategies. Direct investments, strategic partnerships, and international collaborations are now integral components of industrial policy. As demand for battery metals and rare earths escalates, control over these resources will be crucial for advancing clean energy initiatives, defense capabilities, and technological competitiveness. For companies operating in this sector, navigating policy risks alongside price fluctuations will be vital for success. The competitive domain of resource security is increasingly shaped by both public interests and private actors converging to influence the future of energy, technology, and industrial power.
