The European Union is at a crossroads as it advances its critical minerals strategy, grappling with the dual pressures of securing resource supply while risking increased dependence on external powers. This strategy unfolds against a backdrop where the EU finds itself sandwiched between the coercive industrial policies of the United States and China’s overwhelming dominance in mineral processing. The EU’s focus on supply security raises concerns that it may inadvertently deepen its reliance on these global players rather than achieving true independence.

Despite efforts to ramp up mining activities and mobilize public financing, Europe’s approach remains heavily centered on securing supply. This has led to heightened competition among various sectors, including defense, artificial intelligence, and automotive industries, all vying for limited resources. Analysts suggest that Europe’s most effective strategy for resilience lies not in mirroring the industrial models of the US or China but rather in addressing structural demand reduction.

Critical Minerals as Geopolitical Assets

Strategic minerals such as lithium, cobalt, nickel, copper, and rare earth elements have evolved into significant geopolitical assets. The US has intensified its focus on resource-rich nations like Ukraine, the Democratic Republic of Congo, and Zambia, employing a range of measures including loans and public equity to secure access. In contrast, China maintains control over a staggering 70-96% of the refined output of these critical minerals, leveraging its market position through export restrictions. Furthermore, nations like Zimbabwe and Indonesia are asserting their own resource nationalism by imposing export bans on essential materials like lithium and nickel.

Europe faces a stark reality: it cannot compete with the fiscal capabilities of the US or the industrial scale of China without risking inefficiencies. The alternative—focusing on reducing structural demand—remains largely unexplored and underutilized.

EU Strategy: Expanding Supply While Overlooking Demand

The EU’s Critical Raw Materials Act (CRMA) and the RESourceEU Action Plan exemplify a supply-centric response to mineral shortages. With plans to accelerate extraction projects and streamline permitting processes, Brussels aims to mitigate investment risks using public funds. Although circular economy principles are included in discussions, they are primarily framed as a means to recover embedded minerals rather than to significantly reduce overall consumption.

A proposed European Critical Raw Materials Centre is set to oversee stockpiling and joint purchasing efforts aimed at strategic sectors. However, concerns about governance and equitable access persist, raising fears that larger corporations in defense and technology may dominate these initiatives. Public investment in this sector is substantial but still lags behind US investments that exceed $30 billion and Chinese allocations projected at $32.6 billion for 2025 alone. Critics highlight that while public investments may socialize risks, profits remain concentrated in private hands, creating accountability issues.

Demand Pressures Across Sectors

The demand for critical minerals is surging across multiple industries—energy transition technologies, defense systems, AI applications, and automotive manufacturing are all competing for these essential resources. Reports from the International Energy Agency and UN Environment Programme indicate that implementing measures to reduce mineral consumption could potentially decrease demand by 18-50% across key sectors by 2030. However, Europe’s current strategy largely overlooks these opportunities for demand-side reform.

Recycling rates within Europe remain alarmingly low, and legislative efforts aimed at promoting material substitution are insufficient. Without addressing demand-side challenges, Europe risks becoming increasingly vulnerable to volatile supply chains while exacerbating environmental impacts and geopolitical tensions.

In summary, Europe’s emerging strategy prioritizes increasing mineral supply rather than reducing dependency through lower consumption. Analysts argue that genuine resilience will require a balanced approach that combines supply diversification with systemic demand reduction and enhanced resource efficiency across various sectors.
