Sibanye Flags Lithium Pricing Gap in Europe’s Critical Minerals Framework

Europe’s accelerating critical minerals agenda is exposing a structural gap between policy ambition and market reality, according to Sibanye-Stillwater, which has warned that the economics underpinning its Keliber lithium project in Finland remain vulnerable to commodity price volatility despite strong strategic backing.

The concern highlights a broader issue within the European Union’s effort to secure domestic supply chains for battery metals and other strategic raw materials, where companies are being asked to develop high-cost assets while remaining fully exposed to globally determined pricing conditions.

Keliber Project Anchored in Finland’s Battery Materials Strategy

The Keliber lithium project, located in Finland, is being developed as an integrated operation combining mining, concentration, and refining to produce battery-grade lithium hydroxide monohydrate.

Sibanye-Stillwater has stated that the project is designed to produce approximately 15,000 tonnes per year of battery-grade lithium hydroxide monohydrate, with a projected mine life of at least 18 years. The development has been granted Strategic Project status under the EU Critical Raw Materials Act, formally positioning it within the EU’s supply security framework for critical minerals. The project also forms part of Europe’s wider effort to establish domestic midstream battery materials capacity, reducing reliance on imported processed chemicals.

EU Institutional Financing and Strategic Recognition

Financial support for Keliber includes backing from the European Investment Bank, which has provided a €150mn financing arrangement as part of a broader €500mn green financing package linked to the project. Despite institutional participation and strategic classification, Sibanye-Stillwater has stressed that such measures do not eliminate exposure to lithium price volatility, which remains the primary determinant of long-term project economics.

Lithium Price Volatility Defines Economic Exposure

Lithium markets have experienced extreme price fluctuations in recent years, shaping the financial risk profile of projects such as Keliber.

Prices peaked at above US$70,000 per tonne in 2022, before falling below US$9,000 per tonne last year amid oversupply and China-linked market dynamics. More recently, prices have recovered to approximately US$20,000 per tonne, while Keliber’s estimated breakeven level is around US$12,000 per tonne.

At current levels, Sibanye-Stillwater indicates that the refinery could generate attractive returns. However, the company has warned that future downside cycles could significantly undermine project economics once capital investment has been committed.

Critical Raw Materials Act Sets Strategic Targets

The EU’s Critical Raw Materials Act provides the policy framework for Europe’s supply security strategy, including targets for 2030 that require:

  • At least 10% of annual consumption from domestic extraction
  • 40% from processing within the EU
  • 25% from recycling
  • No more than 65% reliance on a single third country for any strategic raw material

The legislation also introduces mechanisms for strategic project designation, permitting acceleration, and supply-chain monitoring. Sibanye-Stillwater has highlighted that these measures do not address price stability or revenue certainty for developers exposed to global commodity cycles.

Market Stability Mechanisms Under Debate

Sibanye-Stillwater chief executive Richard Stewart has raised the need for mechanisms such as lithium price support or market stabilisation tools to reduce downside exposure for projects like Keliber.

The company argues that strategic projects cannot rely solely on private capital if they remain fully exposed to global pricing systems potentially influenced by state-backed producers, export controls, or supply-driven price pressure.

Proposed policy instruments discussed in broader European industrial policy debates include contracts for difference, strategic offtake agreements, reserve procurement mechanisms, minimum purchase guarantees, insurance structures, stockpile-linked tenders, and price-gap support frameworks.

G7 Alignment Expands Critical Minerals Coordination

The issue has also been elevated beyond Europe through recent G7 commitments to strengthen coordination on critical minerals supply chains.

G7 members have agreed to reduce dependence on any single supplier outside the G7 and partner countries for rare earths and permanent magnets to below 60% by 2030, with a longer-term ambition of reaching 50%. The framework includes coordinated stockpiling, demand aggregation, financing tools, offtake structuring, and quality-based procurement approaches. This reflects a broader shift from resource identification toward active market structuring for strategic minerals.

Europe’s Investment Challenge in Battery Materials

Keliber is positioned as a fully integrated European lithium project intended to supply battery-grade materials into regional industrial supply chains. Sibanye-Stillwater has emphasized that strategic designation and concessional financing do not eliminate commercial risks tied to price cycles.

The company’s position underscores a broader challenge facing Europe’s critical minerals strategy: aligning industrial policy objectives with investment conditions that can withstand volatility in global commodity markets, particularly in segments dominated by Chinese processing capacity.

Strategic Minerals and Market Exposure

Beyond lithium, the same structural issues affect other critical materials including rare earths, graphite, gallium, magnesium, nickel, and cobalt. In each case, strategic importance does not automatically translate into stable commercial conditions.

China’s dominance across processing and refining continues to shape global pricing dynamics, leaving Western projects exposed to higher operating costs, stricter regulatory frameworks, and capital-intensive development environments.

Keliber has therefore become a reference point in the debate over whether Europe’s critical minerals policy can move beyond strategic identification toward commercially bankable project structures capable of sustaining production through full commodity cycles.
