Savannah Resources’ Barroso Lithium Project Advances With €110 Million State Grant

Savannah Resources’ Barroso lithium project in Portugal has secured a significant public-financing commitment, while its development remains dependent on final funding arrangements, construction readiness and the lithium prices achievable under commercial sales contracts.

The project’s feasibility study, completed in July 2026, estimated initial capital expenditure at $417 million and used an average spodumene concentrate price of $1,788 per tonne to calculate projected returns. These assumptions remain central to assessing the project’s financial viability against prevailing market conditions and actual sales terms.

Production Targets and Feasibility Estimates

Barroso’s first-phase development is designed to produce approximately 183,000 tonnes of spodumene concentrate annually over a 14-year mine life. The feasibility study estimated a post-tax internal rate of return of approximately 43% and a net present value of $913 million.

These figures depend on the study’s underlying assumptions. Lower lithium prices, construction cost increases, commissioning delays, changes in metallurgical recovery and higher sustaining capital expenditure could affect the projected economics.

Portuguese Grant Reduces Initial Funding Requirements

The Portuguese government has awarded the project a grant of up to €110 million. Savannah Resources’ September interim results identified €82.25 million of the award for initial development capital expenditure. The funding could reduce the amount of debt and equity required for construction. However, the grant’s practical contribution depends on disbursement milestones, eligibility requirements, state-aid conditions and payment timing.

Financing Structure and Construction Readiness

Potential financing options include project debt, new equity, customer prepayments and strategic investment. Debt can limit shareholder dilution but may require completion tests, reserve accounts, cash-sweep arrangements and restrictions on distributions. Equity transfers more funding risk to shareholders while potentially diluting existing holdings.

Customer prepayments can reduce immediate financing requirements but may limit future pricing flexibility. Strategic investors could provide capital and market access, depending on the terms of their agreements. Lenders will also assess mine access, power connections, site infrastructure, environmental compliance, supplier quotations and construction schedule contingencies. These factors influence the first production date, the start of debt servicing and the amount of interest capitalised before the project generates revenue.

Environmental and Community Factors Affect Project Timing

Land use, water management, transport arrangements and community agreements can affect construction schedules and overall project costs. Delays may reduce project value, particularly after financing has been drawn and equipment purchases have been made. The next significant milestones for Barroso include binding financing commitments, executable construction contracts, environmental approvals and transparent sensitivity analysis showing how project economics respond to the prices actually obtainable for spodumene concentrate.
