Korea Zinc’s $7.4 Billion US Smelter Plan Targets Critical Minerals Supply Chains

Korea Zinc is gaining strategic importance in the global critical minerals sector as governments reassess the role of refining, smelting and mineral processing in securing supply chains for batteries, defence technologies, semiconductors and advanced manufacturing.

The South Korean company, historically recognised as a major non-ferrous metals producer, has become part of discussions around deeper US-South Korea cooperation on battery and minerals security. The Atlantic Council identified Korea Zinc and POSCO as potential partners in a stronger bilateral framework focused on critical materials supply chains.

The discussion highlights a shift in industrial policy from a focus primarily on mining projects toward the midstream segment of the minerals value chain, where concentrates are refined, metals are recovered and materials are processed into industrial-grade products.

Smelting and refining emerge as critical supply-chain assets

The ability to produce minerals from mines does not by itself guarantee supply security. Raw materials must undergo multiple processing stages, including refining, impurity control, recovery of by-products and conversion into materials that meet specifications required by battery manufacturers, defence suppliers, semiconductor producers and other industrial users.

Korea Zinc’s relevance comes from more than 50 years of non-ferrous metals processing experience and its ability to recover strategic materials from zinc and lead smelting operations. The company is associated with production and recovery of materials including indium, antimony and bismuth, as well as a broader portfolio of non-ferrous products and semiconductor-grade sulfuric acid.

These materials are produced in smaller volumes than major commodities such as copper, iron ore or aluminium, but they play important roles in high-technology, defence and clean-energy applications where supply chains are often concentrated among a limited number of producers.

Battery supply chains are increasingly viewed as strategic infrastructure because batteries support not only electric vehicles and energy storage systems but also drones, unmanned underwater vehicles, robotics, surveillance equipment, naval platforms and battlefield electronics.

South Korean processing capacity supports allied supply chains

South Korea already occupies a significant position in battery manufacturing through companies including LG Energy Solution, Samsung SDI and SK On, which remain important producers outside China.

However, the strategic challenge extends beyond battery cell production. The United States continues to face shortages of large-scale refining and smelting capacity needed to transform mineral feedstock into qualified industrial materials. Korea Zinc represents a different type of industrial capability because it processes complex materials and recovers multiple strategic metals from larger metals streams.

Many critical minerals are not extracted as standalone mining products. Materials such as indium, bismuth, tellurium, gallium and germanium are frequently recovered as by-products of broader metallurgical systems. Their availability depends on advanced smelter technology, process control, metallurgical expertise and long operating experience.

The company’s Onsan smelting complex in South Korea demonstrates this industrial capability through its integrated operations, skilled workforce, process engineering expertise, impurity-management systems and by-product recovery infrastructure.

Tennessee smelter project expands US critical minerals ambitions

Korea Zinc’s planned US$7.4 billion smelter project in Tennessee is designed to bring integrated metals processing capacity into the United States. The planned facility is expected to produce 13 non-ferrous metal products, including base metals such as zinc, lead and copper, precious metals including gold and silver, and strategic materials such as antimony, indium, bismuth, tellurium, cadmium, palladium, gallium and germanium. The project is expected to process approximately 1.1 million tonnes of raw materials annually and produce around 540,000 tonnes of finished products. Commercial operations are planned to begin in phases from 2029.

The investment reflects efforts by allied governments to develop trusted processing networks rather than relying only on access to mineral resources from regions including Australia, Canada, Latin America and Africa. For the United States, the project represents an attempt to rebuild domestic smelting and refining capabilities after decades in which some industrial capacity declined due to high energy costs, environmental requirements, lower margins and competition from overseas producers.

Strategic metals linked to defence and technology sectors

The materials targeted by Korea Zinc’s processing platform have applications across several strategic industries.

Antimony is used in ammunition, flame retardants, alloys and military-related applications.

Gallium and germanium are important for semiconductor manufacturing, sensors, fibre optics, infrared systems, radar technologies and advanced electronics.

Indium is used in displays, thin-film applications and high-technology coatings.

Bismuth is used in alloys, pharmaceuticals and applications where replacement of lead-based materials is required. The strategic importance of these metals has increased as governments examine vulnerabilities linked to concentrated supply chains and export restrictions.

Investors assess capital requirements and project execution

The development of large-scale processing infrastructure presents significant commercial challenges. Smelters require substantial capital investment, reliable energy supply, long-term feedstock arrangements, permitting approvals, customers and stable operating conditions. The economics of strategic minor metals can also be challenging because markets are smaller and more volatile than those for major industrial commodities.

Government support can influence investment decisions where strategic importance extends beyond immediate commercial returns. However, projects must still demonstrate production capability, product qualification, supply commitments and long-term economic viability.

For investors, the Tennessee project represents a major strategic investment rather than a small expansion. Key considerations include financing arrangements, ownership structure, offtake agreements, government participation, construction execution and the impact on Korea Zinc’s broader financial position.

Korea Zinc’s role expands beyond traditional metals production

The company’s strategic positioning reflects a broader reassessment of the importance of smelting and refining in critical minerals policy. Korea Zinc is not only a producer of zinc and lead. Its operations provide processing capacity for complex mineral inputs and recovery of smaller-volume strategic metals required by advanced industries.

Its combination of operating experience, industrial infrastructure and by-product recovery capability gives it a role in supply chains that governments are seeking to strengthen. For South Korea, expanding allied refining capacity supports the country’s technology industries, including batteries, semiconductors, shipbuilding, defence electronics and energy storage. For the United States, cooperation with experienced processors such as Korea Zinc provides a pathway to strengthen supply chains while reducing reliance on external processing capacity.

The company’s position illustrates the growing importance of the middle segment of the critical minerals value chain, where mined materials are transformed into usable industrial inputs. As governments focus on supply-chain security, smelting and refining capacity is increasingly being treated as strategic infrastructure. Korea Zinc’s expansion into the US market places the company at the centre of efforts to secure materials needed for batteries, semiconductors, defence systems and advanced manufacturing.
