Greece’s Metlen Adds Gallium Output to Strategic Aluminium Chain Expansion

Europe’s critical raw materials strategy is increasingly focused on processing capacity rather than extraction alone, with industrial systems becoming central to securing supply chains for semiconductors, defence applications, electric vehicles, grids, and advanced manufacturing. Within this context, Metlen Energy & Metals is advancing a combined bauxite, alumina, and gallium investment in Greece that links mining, refining, and high-value semiconductor materials production.

Integrated Greek aluminium and gallium development

Metlen has approved a €295.5 million investment plan to expand its industrial metals operations in Greece. The project is designed to increase bauxite production to 2 million tonnes per year, lift alumina output to 1.265 million tonnes annually from approximately 865,000 tonnes, and introduce 50 tonnes per year of gallium production. The development builds on existing aluminium infrastructure in Greece and integrates bauxite extraction, alumina refining, and gallium recovery into a single industrial system.

EU-backed financing and strategic project status

The European Investment Bank (EIB) has committed €90 million in financing, supporting both bauxite extraction and the establishment of Europe’s first EIB-backed gallium production facility. The project has also been included among EU-selected Critical Raw Materials Act (CRMA) strategic projects, aligning it with the bloc’s targets to expand extraction, processing, and recycling capacity by 2030.

Role of gallium in semiconductor and defence supply chains

Gallium is a key input in gallium arsenide and gallium nitride compounds used in semiconductors. These materials are applied in RF chips, LEDs, power electronics, electric vehicle charging systems, 5G infrastructure, satellites, radar systems, optoelectronics, and defence communications equipment.

Global supply is heavily concentrated in China, where export restrictions and licensing controls on gallium and germanium have raised concerns among Western policymakers. Gallium is typically required in small volumes but is critical to high-value industrial systems, meaning supply disruptions can affect entire technology chains.

Metlen’s project is structured to recover gallium as a by-product from bauxite and alumina processing, integrating it into existing aluminium operations.

Bauxite and alumina capacity expansion

The investment includes an expansion of bauxite output to 2 million tonnes per year, alongside an increase in alumina production capacity to 1.265 million tonnes annually.

Bauxite serves as the primary feedstock for alumina production, which in turn is a key intermediate in aluminium manufacturing. The alumina expansion supports both aluminium supply chains and gallium recovery processes embedded within refining operations.

Industrial integration and production model

Metlen’s operations in Greece include long-established aluminium infrastructure anchored by Aluminium of Greece, integrating bauxite mining, alumina refining, aluminium production, and energy management.

The company’s model links energy generation, trading, and industrial metals production, allowing coordination between power supply and energy-intensive refining operations. Gallium production is enabled through process integration rather than standalone mining, relying on extraction from alumina processing streams.

Financial structure and corporate performance

Metlen reported €7.11 billion in revenue, €753 million in EBITDA, and €314 million in net profit, with adjusted net debt of €2.10 billion in 2025. The €295.5 million capital programme must compete with other group investments across energy, renewables, power trading, infrastructure, construction, and metals operations.

The project differs from greenfield mining developments as it expands an existing industrial system rather than creating new extraction infrastructure. This reduces some execution risk but introduces integration requirements between new gallium recovery systems and existing alumina and aluminium production.

Gallium recovery requires process reliability, purity control, environmental permitting, and customer qualification while maintaining operational continuity in alumina refining.

European industrial and policy framework

The project aligns with the EU Critical Raw Materials Act, which targets increased domestic and regional capacity in extraction and processing of strategic materials.

It also connects to European semiconductor and defence industrial strategies, including the EU Chips Act, which depends on materials such as gallium for compound semiconductors used in power electronics, radar, and communications systems.

Market structure and supply chain implications

Gallium supply is structurally dependent on production from bauxite and zinc processing streams rather than direct mining. This makes integration with alumina refining a key pathway for new production capacity.

The European Investment Bank described the initiative as support for Europe’s first EIB-backed gallium production facility, highlighting its role in developing internal supply chains for semiconductor materials.

Industrial and regional impact in Greece

The project strengthens Greece’s role in European industrial metals supply chains, extending beyond energy infrastructure and shipping into metallurgical processing and critical materials production.

Central Greece provides existing industrial infrastructure, including power connections, port access, and established metallurgical operations, enabling expansion within an operational base rather than greenfield development.

Production timeline and development sequencing

Bauxite and alumina expansion are expected to progress ahead of gallium output, which is planned as a later-stage addition to the refining system. The sequencing allows industrial scaling of bulk materials before integrating high-value semiconductor material recovery.

Key milestones include bauxite expansion, alumina capacity upgrades, gallium circuit commissioning, and qualification of output for semiconductor and defence applications.

Strategic positioning within aluminium value chain

Aluminium production remains central to electrification, transport, construction, aerospace, and grid infrastructure, requiring secure access to bauxite and alumina inputs. The integration of gallium recovery into this chain adds a semiconductor-material output to an existing industrial metals platform, linking aluminium production infrastructure with higher-value critical materials supply.

The project reflects a broader European shift toward securing supply chains through industrial processing capacity, rather than relying solely on upstream mining development.

By integrating gallium production into existing alumina refining operations, Metlen’s investment adds a semiconductor-relevant material stream within a broader aluminium production system, reinforcing Europe’s midstream metals processing capacity.
