Fen Rare Earth Resource Expansion Accelerates Norwegian Government Involvement

Rare Earths Norway’s Fen project has recorded a substantial increase in its rare-earth resource base, prompting a more direct planning role by the Norwegian government as the development advances toward permitting and future production.

The project has emerged as a significant rare-earth asset in Europe following a resource update that expanded the scale of the deposit and introduced its first indicated resource category. At the same time, Norwegian authorities have intervened in the planning process to address delays associated with local land-use disputes.

Resource estimate increases to 15.9 million tonnes of rare-earth oxides

Rare Earths Norway reported that the total rare-earth oxide resource at Fen increased from 8.8 million tonnes in 2024 to 15.9 million tonnes in 2026.

The updated estimate also established the project’s first indicated resource and revised the composition of contained rare earths. Within the indicated category, neodymium-praseodymium (NdPr) accounts for approximately 19% of total rare-earth oxides.

The resource expansion strengthens the project’s position within Europe’s developing critical minerals sector, particularly for magnet rare earths used in advanced manufacturing and energy technologies.

Government assumes planning responsibility

According to Reuters, the Norwegian government has taken over planning responsibilities for the Fen project in an effort to accelerate development after local land-use disagreements slowed progress. The intervention places national authorities more directly into the development pathway as the project advances through planning and regulatory stages.

Fen is expected to begin production in late 2031, with annual output reaching approximately 800 tonnes of neodymium-praseodymium by 2032. Reuters reported that this production level would be equivalent to roughly 5% of European Union demand.

Strategic role in European rare-earth supply

The project is advancing against a backdrop in which Europe currently has no operating rare-earth mines. Rare earths are key raw materials used in permanent magnets for electric vehicles, wind turbines, defence applications, and industrial motor systems.

The scale of the Fen resource has elevated its strategic significance within discussions surrounding European critical mineral supply chains and efforts to reduce dependence on imported rare-earth materials.

Downstream processing remains a key development requirement

The Fen project also highlights the broader industrial requirements associated with rare-earth supply development. Resource extraction represents only one component of the value chain, which also requires separation facilities, refining capacity, magnet manufacturing capability, and customer qualification processes.

Development of a domestic rare-earth mine alone does not establish a complete regional supply chain without corresponding downstream processing infrastructure.

Focus shifts toward permitting and project execution

With the resource estimate expanded and government planning involvement increased, attention is increasingly centered on the project’s advancement through permitting and development stages.

Future milestones include progress on planning approvals, establishment of processing routes, and potential financing arrangements required to support construction and production targets outlined for the early 2030s.
