Europe’s Rare Earth Supply Chain Gains Momentum with Neo’s New Separation Line in Estonia

Neo Performance Materials has made a significant advancement in establishing a robust European rare earth supply chain by launching a new heavy rare earth separation line at its Silmet facility in Estonia. This development is crucial for processing key materials that are vital for the global energy transition.

The newly commissioned solvent extraction separation line is one of the few operational systems in Europe capable of processing heavy rare earth elements (HREEs). Currently, the facility is running at its nameplate capacity, focusing on stabilizing purity levels before ramping up to full commercial production. Initial outputs include terbium and dysprosium process solutions, which are derived from mixed rare earth carbonate feedstock processed entirely within Europe. These elements are essential for high-performance applications, particularly in the production of permanent magnets.

Dysprosium and terbium are critical components used in high-temperature permanent magnets found in various technologies, including electric vehicle (EV) motors, wind turbines, robotics systems, and advanced industrial machinery. Their unique properties enable them to perform effectively under extreme conditions, making them indispensable for modern electrification technologies.

The establishment of the Silmet line addresses Europe’s ongoing reliance on external suppliers for rare earth processing. Currently, China dominates this market segment, particularly in heavy rare earth refining and separation, which poses significant supply chain risks for Europe. By enhancing local processing capabilities, Neo is filling a crucial gap in the region’s critical raw materials landscape.

With this new separation line operational, Neo’s Estonian facility now integrates light rare earth processing, heavy rare earth separation, and downstream magnet production. This vertical integration positions the company as one of the few players outside Asia capable of managing multiple stages of the rare earth value chain within Europe.

The output from this new line is intended to support Neo’s permanent magnet production facility in Estonia, which aims to reach full-scale operations by 2026. This strategy ensures that processed rare earth materials remain within Europe, aiding regional manufacturers in reducing their dependence on geopolitically sensitive supply chains.

The timing of this launch is particularly strategic given the surging demand for rare earth magnets driven by accelerating electric vehicle adoption, expanding renewable energy infrastructure, and growth in industrial automation and robotics. Governments and manufacturers alike are increasingly prioritizing supply chain resilience and localization despite potential cost increases.

While still operating on a small industrial scale and reliant on global feedstock supplies, the Silmet separation line marks a significant technological achievement for Europe. It showcases the continent’s capability to conduct heavy rare earth separation domestically—a complex stage in the global supply chain.

The commissioning of this facility signifies more than just a technical upgrade; it represents a pivotal shift in Europe’s approach to rare earths and critical minerals. What was once merely a policy goal is now evolving into a tangible regional ecosystem that connects imported raw materials to processed outputs and advanced industrial applications. Neo’s initiative is an early yet vital step toward diminishing Europe’s reliance on external suppliers while fostering a more resilient supply chain for tech and energy materials.
