Alcoa Approves Gallium Plant at Wagerup With Support From Australia, Japan and the US

Alcoa Corporation has taken a final investment decision to develop a gallium production facility at its Wagerup alumina refinery in Western Australia, advancing a critical-minerals project backed by the governments of Australia, Japan and the United States.

The NYSE-listed aluminium producer will construct and operate the facility in cooperation with Japanese trading company Sojitz Corporation. The development builds on an earlier arrangement involving Alcoa, Japan and Sojitz, as well as the critical-minerals agreement reached between Washington and Canberra in October.

Gallium recovery will use existing alumina infrastructure

Gallium is used in compound semiconductors, radar, communications equipment and defence systems, while commercial supply is heavily concentrated in China. The Wagerup project is designed to recover gallium from an existing alumina-refining operation. This approach provides a route to new non-Chinese gallium production without requiring the development of a separate mine and processing chain.

Construction is scheduled to begin following final site preparation. Alcoa has not disclosed the facility’s production capacity, capital cost, government contributions, construction schedule or contracted offtake volumes. The absence of those details limits the ability to assess the project’s immediate financial contribution. Alcoa has stated that its role as construction and operating manager is not expected to materially affect its financial position or financial results.

Government participation shapes the project structure

The development is being advanced as part of broader cooperation involving Australia, Japan and the United States, with Sojitz participating alongside Alcoa. The structure places the project within a strategic critical-minerals framework rather than presenting it solely as a conventional aluminium-industry expansion. Government backing and industrial participation are intended to support the development while Alcoa contributes its existing refinery infrastructure, engineering capabilities and operating expertise.

For Alcoa, the initial financial significance is therefore expected to remain limited. The longer-term value of the facility will depend on the amount of recoverable gallium, operating costs and contractual pricing, as well as the establishment of durable procurement arrangements involving the participating governments.

Wagerup adds critical-minerals value to aluminium processing

The project gives Western Australia a potential domestic source of gallium based on an established alumina-refining platform. For Australia, the Wagerup development demonstrates how strategic metals can be recovered from existing mineral-processing streams rather than relying exclusively on new greenfield mining and processing projects.
