As Europe approaches 2026, the focus shifts from cyclical demand fluctuations to a more pressing issue: the structural vulnerabilities in tungsten supply chains. With China dominating production and processing, Europe faces significant strategic exposure that could impact its industrial sovereignty and defense capabilities.

The Industrial Significance of Tungsten

Tungsten’s unparalleled characteristics—such as its exceptionally high melting point exceeding 3,400°C, extreme hardness under stress, and performance in cemented carbides—underscore its industrial value. These properties are crucial for applications ranging from cutting tools to aerospace components and military-grade ammunition. The absence of tungsten would severely hinder operations across various industries, highlighting its foundational role in maintaining both industrial competitiveness and national security.

Demand and Supply Dynamics: A Structural Dilemma

Projected global tungsten demand for 2026 is set to reach between 85,000 to 90,000 tonnes of WO₃ equivalent, reflecting a growth rate of 3-5% annually. However, this growth masks a deeper concern: the rigidity of supply and the geographical concentration of production. Currently, over 80% of tungsten production is concentrated in China, encompassing all stages from mining to downstream processing. This dependency poses significant risks amid rising geopolitical tensions and increasing calls for local sourcing in defense industries.

In Europe, tungsten demand is particularly pronounced in high-value sectors such as defense and aerospace, where it is used in critical applications like missiles and precision-guided munitions. Additionally, the industrial tooling sector—especially in countries like Germany and Italy—relies heavily on tungsten for machining various metals.

Exploring Non-Chinese Supply Options

Unlike other critical metals such as lithium or copper, tungsten lacks a robust pipeline of ready-to-develop projects outside China. The geological complexity of deposits coupled with lengthy permitting processes has stalled many Western initiatives. Notable projects include South Korea’s Sangdong Mine, which aims to produce 4,000-5,000 tonnes of WO₃ equivalent annually by 2026—though this remains a small fraction of global demand. Similarly, Canada’s Mactung Project holds significant resources but faces delays due to regulatory hurdles.

China’s tungsten production is expected to stabilize at around 65,000-70,000 tonnes of WO₃ equivalent due to environmental constraints and production controls. This stagnation further exacerbates Europe’s reliance on Chinese sources as even minor increases in demand can disrupt global supply balances.

Challenges in Processing and Recycling

The tungsten market operates differently from base metals; it relies heavily on long-term contracts rather than spot trading, with most transactions secured through agreements that prioritize supply security over cost efficiency. Processing tungsten into usable forms like ammonium paratungstate (APT) requires specialized facilities that are limited in Europe. Consequently, many European buyers remain dependent on Chinese intermediaries for finished products.

While Europe has developed a recycling infrastructure that recovers approximately 25-30% of global tungsten supply from scrap carbide tools, this does not suffice to meet growing demands across defense and industrial sectors. The recycling process cannot fully replace primary sources as overall consumption continues to rise.

Policy Frameworks and Strategic Stockpiling

European policies are increasingly aligning with the need for secure tungsten supply chains. Defense procurement regulations emphasize transparency regarding material origins while promoting local processing capabilities. Strategic stockpiling initiatives aim to mitigate risks associated with supply disruptions but do not eliminate the underlying vulnerabilities within the market.

Price Trends and Future Implications

Tungsten prices are negotiated rather than traded on exchanges and have been trending upward due to disciplined supply management and strategic stockpiling efforts. For European stakeholders, the focus must shift from merely optimizing costs to securing reliable access to this essential metal. The lack of diversified supply sources presents a latent vulnerability that could become pronounced during periods of geopolitical instability or increased industrial activity.

As Europe approaches the end of 2026, tungsten will remain a small-volume yet strategically vital commodity. Addressing the continent’s reliance on concentrated sources requires concerted efforts across various fronts: investment in upstream mining projects like Sangdong, enhancing midstream processing capabilities, fostering collaboration among toolmakers and defense contractors, and accepting higher costs for greater supply resilience.

The historical correlation between low prices and fragile supplies serves as a cautionary tale for European policymakers. Ensuring that strategic insights translate into actionable measures will be crucial in preventing tungsten from becoming a limiting factor in Europe’s industrial ambitions over the coming decade.
