Peru’s Political Landscape Threatens Copper Sector Stability Ahead of 2026 Elections

As the world’s third-largest copper producer, Peru plays a crucial role in maintaining global supply chain stability, contributing approximately 12% of the total copper production with an annual output of around 2.77 million tonnes. However, the impending 2026 general election is ushering in a period of significant political uncertainty that could impact investment decisions within the mining sector.

The upcoming electoral cycle introduces an extended phase of ambiguity that spans roughly 56 days of uncertainty, followed by months required for policy formulation under a new government. This prolonged timeline has already begun to influence capital allocation strategies, with mining companies postponing investment decisions until there is greater clarity on the political landscape.

With the electoral race heating up, stark policy differences are emerging among candidates, particularly from left-leaning candidate Roberto Sánchez. His proposals for stronger state control over natural resources and potential constitutional reforms signal a significant shift from Peru’s existing investment framework. Such changes raise concerns regarding contract stability and regulatory continuity in a sector that represents approximately $64 billion in total investments, predominantly in copper.

The concentration of copper investment in Peru makes it particularly vulnerable to these political shifts. Currently, copper exports account for 25-30% of the national total, while gold projects contribute 12.8% to the investment pipeline. Despite historically high prices, production growth has stagnated at 2.77 million tonnes over the past three years, indicating that non-market factors, especially political risks, are hindering investment.

A notable example of regulatory sensitivity is the Tía María copper project, which recently received re-authorization for a $1.8 billion investment just one day after the election. This project is expected to produce around 120,000 tonnes of copper annually starting in 2027 and serves as a litmus test for regulatory stability amid political transitions.

In addition to political uncertainty, mining projects in Peru face ongoing challenges related to community opposition and social license issues. Factors such as environmental resistance from local communities and lengthy permitting processes can significantly delay project timelines, particularly for greenfield developments where trust and infrastructure are still being established.

Peru’s instability has broader implications for global copper markets, as downstream industries—especially electric vehicle manufacturers and renewable energy developers—become increasingly exposed to supply risks originating from the region. Consequently, international buyers are diversifying their supplier bases and increasing inventory buffers to mitigate these risks.

To navigate this uncertain environment, mining companies are adapting their investment strategies by implementing phased investment structures linked to political milestones and forming joint ventures with local partners. These strategies aim to balance the geological advantages of Peru’s mining sector with its heightened political risk profile.

The evolving situation in Peru is also influencing global investment patterns. Competing copper producers with more stable political environments, such as Chile, are becoming increasingly attractive to investors despite similar geological prospects. This trend reflects a broader “flight to stability” among global mining investments as stakeholders seek to minimize exposure to geopolitical uncertainties.
