The Norwegian government has stepped in to oversee the planning of the Fen rare earth project, a strategic initiative aimed at expediting the development of what is recognized as Europe’s largest known deposit of critical minerals. This move comes in response to a significant resource upgrade by Rare Earths Norway, which reported an 81 percent increase in estimated resources, now totaling 15.9 million tonnes of rare earth oxides.
Situated in the Telemark region, the Fen deposit has gained importance as Europe strives to lessen its reliance on China, which currently dominates the global rare earth supply chain. Prime Minister Jonas Gahr Støre emphasized that this project could enhance regional supply resilience and contribute to Europe’s overall supply security and competitiveness. He noted that bolstering domestic and allied production of critical minerals is vital for long-term economic stability.
The Norwegian government’s intervention was prompted by local authorities’ concerns regarding potential land-use conflicts and competing national interests that could impede project timelines. Across Europe, large-scale resource developments often face opposition from environmental groups and agricultural stakeholders, complicating the permitting process. By taking control of planning, Norway aims to streamline approvals and manage competing interests, signaling a more proactive governmental role in critical mineral development.
Approximately 19 percent of the Fen resource comprises neodymium and praseodymium (NdPr), two essential rare earth elements used in manufacturing permanent magnets for electric vehicles, wind turbines, consumer electronics, and defense systems. These materials are crucial for Europe’s transition toward electrification and decarbonization, underscoring the project’s strategic significance.
Currently, Europe lacks operational rare earth mines, making it heavily dependent on imports from countries like China. The development of the Fen deposit could represent a pivotal step in establishing a domestic supply base for these critical materials. However, production timelines remain lengthy; Rare Earths Norway has projected that mining could commence in late 2031, with an expected output of around 800 tonnes of NdPr annually by 2032—roughly 5 percent of the European Union’s demand.
This situation reflects a broader challenge within Europe: balancing the urgent need for critical mineral development with environmental and social considerations. Norway’s decision to centralize planning authority indicates a willingness among governments to prioritize strategic resource projects, even as local opposition continues to influence project timelines.
