Lithium and Rare Earths: Cornerstones of Europe’s Mining Strategy

Europe is witnessing a targeted revival in its mining sector, emphasizing the extraction and processing of materials deemed critical for industrial and energy security. Central to this strategy are lithium and rare earth elements, which have become vital to the continent’s ambitions in sectors such as battery manufacturing, electric mobility, renewable energy, and defense. The lack of secure access to these resources poses significant risks to Europe’s economic objectives.

Lithium: A Key Component of Electrification Efforts

Lithium plays a crucial role in Europe’s plans for electrification and energy transition. By 2030, the continent’s battery manufacturing capacity is projected to exceed 1,000 GWh annually, necessitating between 700,000 and 800,000 tonnes of lithium carbonate equivalent each year. Currently, Europe relies almost entirely on imports for battery-grade lithium, producing negligible amounts domestically. This dependency has prompted governments to prioritize lithium production as a cornerstone of their industrial strategies.

Portugal: The Heart of European Lithium Supply

Portugal has emerged as a pivotal player in Europe’s lithium supply chain, boasting the largest known hard-rock lithium deposits within the EU. These reserves are estimated to contain 60,000 to 70,000 tonnes of lithium, historically utilized in ceramics but now being redirected towards battery-grade applications. Recent policy changes have facilitated significant public funding of €100–120 million for key projects in northern Portugal aimed at enhancing early-stage capital expenditures and infrastructure.

Although Portugal’s annual output of 25,000 to 30,000 tonnes of lithium chemicals may appear modest on a global scale, its strategic importance lies in strengthening local supply chains and reducing reliance on external sources.

Germany: Focused on Integrated Lithium Processing

Germany’s approach to lithium production emphasizes integrated extraction and processing facilities located near battery manufacturing hubs. Despite higher operational costs compared to global averages, government support classifies these initiatives as strategic infrastructure. This backing includes preferential permitting and financial assistance aimed at integrating lithium production with cathode and cell manufacturing. Even a modest contribution of 10–15% towards domestic lithium demand can significantly lessen Europe’s vulnerability to external supply disruptions.

Rare Earth Elements: Ensuring Supply for Critical Technologies

Rare earth elements are essential for various advanced technologies but present a different set of challenges compared to lithium. While global supply for lithium is diverse, rare earth supply chains are heavily concentrated, particularly for materials used in permanent magnets. Europe currently imports over 90% of its rare earths—a situation deemed strategically unsustainable given the rising demand for applications like wind turbines and electric vehicle motors.

The European strategy focuses on developing large deposits rather than extensive exploration efforts. Scandinavia holds the continent’s most significant rare earth resources, which include all 17 elements necessary for high-performance magnets. However, the complexity lies not in extraction but in processing these materials into usable forms—an endeavor that requires fully integrated operations from mining through to magnet production.

Investment in rare earth processing facilities can demand substantial capital—estimated between €300 million and €500 million—far exceeding typical mining costs. The involvement of state funding is often critical to make such investments viable.

Investor Landscape and Strategic Focus

The economics surrounding lithium and rare earth production in Europe are intentionally designed to be insulated from global market fluctuations. Higher domestic costs are justified by the benefits of resilience, traceability, and enhanced industrial security—principles that echo strategies seen in energy and semiconductor policies.

Even optimistic projections indicate that Europe will not fully meet its total demand domestically; lithium production may only satisfy about 10–15% of battery needs, while rare earths could account for an even smaller fraction. This reality underscores the necessity for external partnerships. The prioritization of lithium and rare earths also reflects a focus on capital efficiency—investments yield greater returns across multiple sectors compared to bulk commodities.

Projects aligned with lithium or rare earth supply chains stand to gain from preferential public funding, expedited regulatory processes, and clear long-term demand visibility. Conversely, projects outside these categories may encounter significant obstacles unless they can demonstrate comparable strategic importance.

As Europe’s mining revival continues to unfold, it remains narrowly focused on lithium and rare earths as foundational elements. These materials will shape investment flows and policy direction through the late 2020s into the early 2030s, potentially influencing the trajectory of other minerals within this strategic framework.
