Indonesia Nickel Quotas Reshape Global Battery Metal Market Dynamics

Indonesia’s mining quota decisions have become a major influence on global nickel markets, affecting producers, battery-material developers and stainless-steel supply chains exposed to the metal.

The country’s dominant position in mined nickel supply means changes to domestic production policy can have immediate consequences for international pricing expectations. Indonesia currently accounts for more than 60% of global mined nickel supply, making government decisions on ore production a key market factor.

Recent market pressure followed reports that Indonesia could increase its 2026 RKAB mining quota to approximately 360 million tonnes, compared with current expectations of around 250 million–260 million tonnes. The proposal has not been formally confirmed, but the possibility of additional supply affected market sentiment. A quota increase of this scale could influence nickel price expectations, smelter feedstock availability, ore supply conditions and assessments of global surplus levels.

Indonesian Supply Policy Influences Nickel Producers

Indonesia’s nickel policy reflects competing industrial priorities. Domestic smelters require reliable ore supplies, while downstream investors, including Chinese-backed processing companies, depend on consistent feedstock availability. At the same time, the Indonesian government has pursued domestic industrial development while retaining influence over the country’s role in global nickel markets.

The expansion of Indonesian nickel production has already placed pressure on the global market, and additional quota allocations could increase challenges for higher-cost producers in regions including Australia, Canada and New Caledonia.

Nickel Equities React to Regulatory Decisions

Nickel companies outside Indonesia are increasingly exposed to changes in Indonesian supply policy. Even projects with improved mine plans, lower capital requirements and secured permits can face market pressure when Indonesia adjusts production expectations. As a result, nickel equities are increasingly influenced by government decisions rather than only by individual company developments or demand forecasts.

For global markets, additional supply from Indonesia can affect prices without requiring the development of new mines elsewhere, as quota adjustments from the world’s largest nickel producer can directly change market expectations.

Merdeka Reports Growth Through Diversified Metals Exposure

Diversified Indonesian mining groups have a different exposure profile compared with companies focused solely on nickel. PT Merdeka Copper Gold Tbk reported US$620.3 million in consolidated revenue for the first quarter of 2026, representing a 24% year-on-year increase. The company recorded EBITDA of US$249.9 million, up 182% year on year, while consolidated net profit reached US$120.2 million.

The company’s results were supported by exposure to gold, nickel and copper, including the first sales contribution from the Pani Gold Mine. The mine, operated by PT Merdeka Gold Resources Tbk, achieved first gold production in February 2026, adding gold production capacity to the group’s portfolio.

Nickel Market Exposure Extends Beyond Battery Demand

Merdeka’s broader commodity portfolio reduces its reliance on nickel alone. The company combines nickel exposure with gold production and copper development potential, providing a different position within the metals market. The contrast between pure-play nickel producers and diversified Indonesian mining companies has become increasingly relevant for investors assessing exposure to the sector. Nickel remains a key material for battery manufacturing and stainless-steel production, but market conditions are increasingly shaped by Indonesia’s production policies and quota framework, which can influence global supply expectations.
