Industry figures say the rise of illegal gold mining is creating obstacles for that agenda. Industry concerns over unauthorized gold prospecting

Naguib Sawiris, an Egyptian businessman with a long-term position as an investor in the global gold industry, has raised concerns about illegal mining operations. He said uncontrolled and unauthorized activity is draining valuable resources and limiting Egypt’s ability to capitalize on its gold reserves. Sawiris also pointed to security threats and armed intimidation affecting legitimate mining companies in remote areas.

He described these conditions as a source of uncertainty for investors and a factor that can reduce capital inflows into the sector. Sawiris has continued to express confidence in gold’s long-term outlook while maintaining investments in the industry. Earlier this year, he announced plans to inject approximately $400 million into a gold mining company where he holds a significant stake.

Fatal incidents highlight security risks in mining areas

Egypt’s Interior Ministry said it arrested a suspect accused of killing eight people after a dispute among illegal gold prospectors in the Red Sea Governorate. The arrest was announced one day after another fatal clash involving unauthorized miners in the mountainous Al-Baramiya area of Aswan Governorate. The incidents were cited as evidence of growing security concerns around informal extraction.

Experts said official figures on illegal mining are not available. They believe activity has expanded due to rising global gold prices and increased interest in mineral exploration. The risk is described as most acute in remote desert and mountainous regions where gold-bearing formations draw unauthorized prospectors.

Economic losses linked to unregulated extraction

Economists warn that illegal mining also creates economic losses beyond security impacts. They said unauthorized extraction can lead to minerals being sold below market value, reducing government income from tax revenues, royalties, and licensing fees. Economists also noted that it can discourage legitimate exploration companies that spend on geological surveys, environmental studies, and regulatory compliance.

Economic analyst Karim Al-Omda said investors already face challenges tied to revenue-sharing structures and investment incentives in Egypt’s mining sector. Illegal mining adds further uncertainty that can affect investment decisions. He also said unregulated extraction can contribute to inefficient resource depletion, lowering the long-term value that could be generated through professional exploration and modern mining methods.

Al-Omda emphasized the need for a clearer national strategy for mining development, drawing a comparison to frameworks used in Egypt’s oil and gas sectors. He linked improved planning to reducing uncertainty for investors considering exploration activity. The comments were made alongside calls for more structured approaches to sector growth.

Reforms aimed at improving the exploration investment climate

Egyptian authorities have introduced reforms intended to improve the investment environment for mining. Minister of Petroleum and Mineral Resources Karim Badawi outlined efforts to transform the country’s Mineral Resources Authority into a more independent and investor-focused institution. The reforms are designed to provide exploration companies with improved geological data, technical support, and streamlined administrative procedures.

A modernization element includes implementing a one-stop-shop system to simplify interactions between investors and government agencies while reducing bureaucratic delays. Officials also highlighted Egypt’s modern airborne geophysical survey program, which they said is expected to produce more accurate geological information. They added that it should help identify new exploration targets across the country.

Planned international tender for Eastern Desert gold blocks

As part of its broader mining development strategy, Egypt is preparing an international gold exploration tender covering more than 210 exploration blocks across the Eastern Desert. The initiative is expected to attract around $1 billion in mining investments by 2030. Officials said it aligns with goals to increase domestic gold production and accelerate mineral resource development.

The tender is described as one of the most ambitious exploration programs in Egypt’s modern mining history. It is also presented as reflecting confidence in the country’s geological potential for new discoveries. The program is positioned within wider efforts to expand exploration activity through international participation.

Mining growth targets and incentive measures

Egypt’s longer-term plans extend beyond gold exploration toward expanding overall sector contribution. Government targets include increasing mining’s share of national GDP from less than 1% today to approximately 6% by 2030. Authorities said this is intended to support employment creation, foreign direct investment inflows, and economic diversification.

To support these goals, authorities approved investment incentives including reduced licensing fees, tax exemptions, and customs benefits for exploration equipment, mining supplies, and related services. Officials said these measures are meant to strengthen Egypt’s competitiveness against other jurisdictions seeking international exploration capital. The incentive package was referenced as part of efforts to attract new projects.

Parliamentary focus on enforcement alongside investor stability

Members of Egypt’s parliament have emphasized combating illegal mining as a priority issue. Officials pointed to cooperation among security agencies, local communities, and government institutions aimed at identifying unauthorized prospecting activities. They also cited efforts focused on protecting strategic mineral resources.

At the same time, policymakers stressed maintaining a stable investment environment for responsible exploration. They linked this objective to ensuring Egypt benefits from its natural resource wealth while addressing illegal activity. The approach was presented as balancing enforcement needs with conditions for legitimate operators.

Untapped deposits depend on regulatory oversight and enforcement

Egypt has substantial untapped mineral potential, including significant gold deposits across the Eastern Desert and other mineral-rich regions. Realizing that potential was described as requiring more than geological resources alone. Authorities said progress depends on combating illegal extraction and strengthening regulatory oversight.

The stated requirements also include improving investor confidence and maintaining a clear long-term development strategy for the sector. With major exploration tenders approaching and large-scale investment expectations tied to new programs, officials indicated that near-term developments could influence whether Egypt strengthens its position as a regional mining destination or continues facing challenges from uncontrolled resource exploitation.
