Central to this development is the European Union’s Critical Raw Materials Act (CRMA), which outlines ambitious targets for 2030: at least 10% of strategic minerals must be sourced domestically, 40% processed within EU borders, and 25% obtained through recycling. Portugal’s advantages include its mining expertise, clear regulatory environment, and strategic location near Atlantic shipping routes. Analysts predict that over €20 billion could be directed towards mining, refining, and battery production by 2035. Funding sources include EU programs, national incentives, private capital, and partnerships between mining firms and automakers.

With projected returns between 12% and 20%, these lithium projects are attracting substantial interest from institutional investors looking to capitalize on long-term growth within the energy transition sector.
