Europe’s Industrial Strategy Shifts Focus to Lithium, Copper, and Gold Projects

As Europe navigates its energy transition, a significant transformation in industrial policy is emerging, particularly regarding lithium, copper, and gold projects. Once viewed as secondary or reliant on imports, these materials are now recognized as strategic infrastructure essential for enhancing the continent’s industrial competitiveness and ensuring supply-chain resilience. This shift is evident through the identification of key projects, allocation of capital, regulatory prioritization, and alignment with downstream industrial development.

Copper: A Critical Component for Electrification

The demand for copper is escalating in line with Europe’s electrification goals. Essential for renewable energy systems, electric vehicles, heat pumps, and data centers, the continent requires approximately 4.5 to 5 million tonnes of copper annually. However, domestic production falls significantly short of this need. While recycling contributes to supply, it cannot sufficiently address the increasing demand. Consequently, copper has transitioned from a base metal to a strategic bottleneck.

The Rovina Valley project in Romania exemplifies this new strategic outlook. With substantial gold-copper resources and a capital expenditure (CAPEX) estimated between €600 million and €800 million, it is positioned as a vital copper asset within the EU framework due to Romania’s alignment with the Critical Raw Materials Act.

In Serbia, projects like Čukaru Peki and Bor, operated by Zijin Mining, illustrate that large-scale copper-gold operations can thrive just outside EU borders. These initiatives underscore the importance of regional copper supply and enhance the relevance of nearby projects such as Rogozna.

Lithium: Key to Battery Manufacturing in Europe

The anticipated surge in lithium demand in Europe is staggering, with projections indicating a potential increase of 10 to 12 times by 2030 and up to 20 times by 2050. This demand surge is primarily driven by the burgeoning battery manufacturing sector for electric vehicles and energy storage solutions. Previously sidelined projects are now central to Europe’s industrial strategy.

Portugal’s Barroso lithium project, managed by Savannah Resources, aims for an annual output of 30,000 tonnes of lithium spodumene concentrate with a CAPEX between €200 million and €250 million. This project plays a crucial role in Europe’s battery supply chain. Meanwhile, Germany’s Upper Rhine Valley projects, led by Vulcan Energy Resources, integrate geothermal lithium extraction with renewable energy sources to target an annual production of 24,000 tonnes of lithium hydroxide.

The UK’s Cornwall region also presents significant potential through both hard-rock and geothermal brine lithium extraction options. With expected production reaching tens of thousands of tonnes of lithium carbonate equivalent, Cornwall’s initiatives highlight how local extraction can bolster national battery ambitions amid ongoing import dependencies.

Gold: Supporting Role in Strategic Metals Financing

While not classified as a critical raw material, gold plays a pivotal role in financing various European polymetallic projects. The high costs associated with permitting and capital make gold revenues essential for funding copper or lithium ventures. The Skouries gold-copper project in Greece, developed by Eldorado Gold, illustrates this dynamic; despite its CAPEX exceeding €1 billion and facing political challenges, its long mine life and integration into downstream operations have garnered state support.

A growing number of projects that align with lithium, copper, and integrated gold-copper systems are increasingly attracting blended financing. Development banks and strategic investors are stepping in alongside traditional mining equity. The European Investment Bank has explicitly expressed support for strategic raw materials projects that incorporate downstream processing or recycling initiatives.

Geographic Focus Reflects Strategic Priorities

The total CAPEX for priority lithium, copper, and gold-copper projects across Europe is projected to exceed €20–25 billion over the next decade. While not all initiatives will succeed, this financial commitment signals a notable shift in policy tolerance and industrial intent.

The regional focus is becoming more pronounced:

Nordics: Emphasizing governance and low-carbon power.
Iberia: Leveraging historic mining expertise for lithium and copper development.
Southeast Europe: Offering geological advantages with proximity to EU markets.
Central Europe: Focusing on refining rather than extraction.

This regional specialization is being amplified by policy rather than enforced through a uniform development model.

Paving the Way for Strategic Permitting and Integration

The Critical Raw Materials Act, while not eliminating environmental oversight, aims to reduce uncertainty surrounding project timelines. This clarity enhances investor confidence while ensuring accountability for delays. The strategic designation compresses permitting risks without circumventing essential environmental reviews.

While Europe may not achieve complete self-sufficiency in lithium or copper supplies—and gold remains a supportive rather than strategic material—the overarching goal is one of resilience rather than isolation. By fostering domestic projects alongside near-domestic initiatives, Europe can enhance its supply diversity while strengthening its negotiating leverage on the global stage.
