Europe’s Critical Raw Materials Act: A Paradigm Shift in Mining and Economic Security

The European Union’s Critical Raw Materials Act (CRMA) is redefining the landscape of mining and industrial policy across Europe. This legislation transcends traditional mining regulations, positioning itself as a cornerstone of a new economic-security strategy aimed at transforming how Europe secures essential minerals for its industries. The CRMA is not merely a response to market demands; it reflects a broader geopolitical imperative to enhance economic resilience and technological competitiveness in an increasingly uncertain global environment.

A recent analysis from Jones Day highlights the CRMA as a pivotal moment for the European resource sector, fundamentally altering the financing, permitting, and prioritization of mining projects. This shift underscores a growing recognition that access to critical raw materials is essential for maintaining strategic autonomy amid rising global tensions.

Historically, Europe has relied heavily on imported minerals while focusing on advanced manufacturing and environmental regulations. However, this model is under significant strain as the EU’s dependence on external suppliers—particularly China—has raised alarms over supply chain vulnerabilities. Currently, approximately 95% of magnesium is sourced from China, with heavy rare earth refining predominantly controlled by Chinese entities. This reliance has escalated critical minerals from mere commodities to vital components of national security.

In response to these challenges, the CRMA was formally adopted in 2024, establishing a list of 34 critical raw materials and 17 strategic materials, along with ambitious production and recycling targets for 2030. The EU aims for at least 10% of annual consumption to come from domestic extraction, with around 40% derived from domestic processing and approximately 25% from recycling efforts. These targets signal a significant reorientation of mining as a strategic industrial sector tied directly to Europe’s long-term economic sovereignty.

One of the most transformative aspects of the CRMA is the introduction of designated Strategic Projects. These projects benefit from expedited permitting processes, improved financing access, preferential regulatory treatment, and heightened political support. In March 2025, the European Commission approved 47 Strategic Projects across 13 member states, focusing on critical materials like lithium, copper, nickel, and rare earth elements.

Moreover, the CRMA aims to drastically reduce mining permitting timelines. Traditionally, projects could take over a decade to progress from exploration to production due to bureaucratic hurdles. Under the new framework, strategic extraction permits are expected to be processed within approximately 24 months, while processing and recycling permits should be completed in about 12 months. This shift represents a significant policy reversal that acknowledges mining as essential infrastructure for Europe’s energy transition.

While lithium and battery supply chains often dominate discussions surrounding critical minerals, the EU’s strategic focus encompasses a broader range of materials vital for defense manufacturing, aerospace systems, grid infrastructure, robotics, and advanced computing. The urgency for these materials has intensified following geopolitical events such as Russia’s invasion of Ukraine and China’s tightening export controls on key industrial inputs.

To bolster the CRMA framework further, the EU has initiated coordinated procurement initiatives under the REsourceEU platform. This effort aims to consolidate purchasing power across Europe to enhance supply visibility and mitigate reliance on concentrated external suppliers. However, financial requirements are escalating rapidly; estimates suggest that Europe may need over €10 billion for exploration and mining projects and up to €100 billion when including private financing.

The implications for Southeast Europe are particularly noteworthy as countries like Serbia, Bosnia and Herzegovina, and Montenegro gain strategic importance due to their geological potential for lithium, copper, antimony, lead-zinc systems, rare earth elements, and other battery-related minerals. Projects previously viewed as marginal are now being assessed through the lens of European industrial security.

Despite this momentum, significant challenges remain. Community opposition and environmental concerns pose substantial risks to project implementation across Europe. Research indicates that nearly 85% of known mineral deposits are located in or near environmentally sensitive areas. Thus, Europe faces a complex balancing act: securing mineral supply chains while adhering to strict environmental standards and maintaining public support for industrial initiatives.

The CRMA signifies more than regulatory reform; it marks a paradigm shift in how Europe perceives critical minerals—as strategic assets comparable to energy infrastructure or defense production. This evolution aligns the EU more closely with industrial strategies pursued by countries like the United States and Australia. As such, the global mining industry is transitioning toward a model focused on industrial alignment and geopolitical resilience rather than solely commodity economics.

For mining companies and investors alike, project valuation is evolving beyond traditional metrics such as ore grades or production costs. Increasingly important factors include jurisdictional stability, alignment with EU industrial policy goals, ESG compliance, refining integration capabilities, and strategic supply-chain positioning. Projects that can effectively support Europe’s industrial-security framework are likely to attract greater investor interest and more favorable financing conditions.

Ultimately, the CRMA represents a historic shift in Europe’s approach to its mineral resources. The continent is moving away from dependency on imported raw materials toward fostering domestic mining capabilities alongside strategic refining and recycling infrastructures. As mining emerges as a central pillar of Europe’s economic-security architecture, its role will be pivotal in shaping not only regional but also global supply chains in the years ahead.
