As Europe navigates a complex landscape of copper smelting, the sector is experiencing significant structural pressures that extend beyond typical market fluctuations. The latest treatment and refining charges (TC/RCs) for 2026 have surged to approximately $315 per tonne, a notable increase from $228 per tonne in 2025. This rise is indicative of a tightening supply chain rather than improved profitability for smelters, primarily due to constrained concentrate availability from global mines, particularly in Asia.
Leading the charge in this evolving environment is Aurubis, which boasts an annual processing capacity of over 2.4 million tonnes of copper cathode and generates around €18.2 billion in revenue. The company’s ability to recover multiple metals, including gold and silver, helps mitigate the margin pressures faced in primary smelting. Aurubis has strategically shifted its focus toward utilizing complex feedstocks and scrap materials, reflecting a broader trend across Europe toward secondary refining and circular metallurgy.
In contrast, KGHM operates under a vertically integrated model, producing over 700,000 tonnes of copper annually while closely linking its refining processes to domestic mining operations. This integration offers some insulation against global concentrate shortages; however, high energy costs in Europe remain a significant hurdle. With electricity expenses constituting 35–45% of operational expenditures for smelting, the current power prices exceeding €100/MWh pose challenges for competitiveness.
Southeast Europe is emerging as a pivotal player in this landscape. The Bor complex in Serbia, managed by Zijin Mining, has scaled its smelting and refining capacity to over 400,000 tonnes per year with total capital investments surpassing $1.2 billion. This positioning allows Bor to serve as a near-shore processing hub for the European Union, benefitting from lower labor costs and proximity to key industrial demand centers in the Balkans and Central Europe.
The industry is also witnessing an accelerated shift towards recycling and secondary refining. Initiatives such as Elemental Holding’s planned refining complex in Poland—backed by an $800 million capital expenditure—aim to process copper scrap and materials derived from batteries. Currently, secondary sources contribute 25–30% of Europe’s copper supply, a figure projected to rise as regulatory frameworks increasingly promote sustainability and circular economy practices.
This tightening of the smelting sector is further exacerbated by structural demand growth driven by electrification and renewable energy initiatives. The increased copper intensity required for technologies like wind turbines and electric vehicles underscores the urgency for a responsive refining system that can keep pace with consumption demands. For instance, wind turbines require approximately 4–5 tonnes of copper per megawatt, while electric vehicles demand around 80 kg each—significantly more than traditional vehicles.
Consequently, European smelters are compelled to enhance their capabilities in processing complex feedstocks efficiently. Facilities that can adeptly manage lower-grade concentrates and recycling streams are poised to outperform traditional operations reliant on high-grade ores. Moreover, energy price volatility—especially pronounced in Southeast and Central Europe—remains a critical factor influencing competitiveness within the sector, highlighting the intricate relationship between power markets and metallurgical production.
