EBRD Considers €55 Million Loan for Asarel Medet’s Green Transformation in Bulgaria

The European Bank for Reconstruction and Development (EBRD) is assessing a €55 million senior secured loan aimed at enhancing decarbonisation efforts and integrating renewable energy at Bulgaria’s largest copper producer, Asarel Medet AD. This investment focuses on the company’s flagship open-pit copper mine located near Panagyurishte, with a decision by the board forthcoming.

Should the financing receive approval, it would further the EBRD’s commitment to promoting energy efficiency and low-carbon industrial transformation within Europe’s raw materials sector. This initiative is part of a larger €109.5 million capital investment program designed to modernise Asarel Medet’s operations and significantly reduce carbon emissions associated with mining activities.

A key element of this program involves the construction of multiple solar power plants on-site, which will provide clean electricity directly to mining and processing operations. This shift towards solar-powered copper production is expected to decrease reliance on grid electricity and lower carbon emissions linked to ore extraction, crushing, and flotation processes.

In addition to renewable energy initiatives, the modernization plan encompasses upgrades to material haulage systems and energy-intensive equipment. These enhancements aim to improve operational efficiency, decrease fuel consumption, and bolster overall environmental, social, and governance (ESG) performance.

InvestEU Fund Reinforces EU Commitment to Sustainable Mining

This financing package is anticipated to receive support from the InvestEU Fund, which mobilizes private capital through guarantees and risk-sharing mechanisms. This blended finance model highlights the increasing involvement of multilateral institutions in fostering sustainable mining investments across Central and Southeastern Europe.

The demand for responsibly sourced copper is rising due to its critical role in electrification, renewable energy systems, grid expansion, and advanced technology manufacturing. Consequently, access to climate-aligned financing is becoming an essential competitive advantage for mining operations in the region.

Asarel Medet: A Cornerstone of Bulgaria’s Mining Sector

Asarel Medet stands as Bulgaria’s leading open-pit copper operation, significantly impacting the national economy. The company directly supports around 1,200 jobs while generating an additional 400 positions in related sectors, making it one of the country’s largest industrial employers.

Majority-owned by VA Copper Invest Limited—which held approximately 63% ownership as of late 2025—Asarel Medet reported revenues of about 929.8 million Bulgarian levs (€480.8 million) in 2024, alongside a net profit of 223.9 million levs. These financial results provide a robust foundation for its green transformation strategy.

Decarbonising Europe’s Copper Supply Chain

The proposed EBRD funding aligns with broader European initiatives aimed at securing low-carbon raw materials vital for the ongoing energy transition. Copper is a fundamental metal used in renewable energy infrastructure, electric vehicles, battery systems, and modern power grids.

However, maintaining access to both European and global supply chains increasingly necessitates demonstrable progress in emissions reduction and environmental responsibility. By incorporating renewable energy into its large-scale mining operations, Asarel Medet seeks to establish itself as a regional leader in sustainable copper production.

If approved, the €55 million loan could catalyze Bulgaria’s transition towards greener industrial practices while enhancing Europe’s capacity to procure strategic copper under stricter environmental standards—thus supporting both competitiveness and climate objectives.
