Astron Secures Conditional €113 Million Support for Australia’s Donald Rare Earth Project

Astron’s Donald mineral-sands and rare-earth project in Victoria, Australia, has received conditional public-sector financing support worth approximately €113 million, advancing plans to establish a supply chain connecting Australian mineral production with US rare-earth processing and European permanent-magnet manufacturing.

The financing package comprises approximately €44 million from Export Finance Australia and €69 million from the National Reconstruction Fund. The approvals represent a significant government-backed funding commitment towards the development, although the financing remains conditional and has not reached financial close.

Final documentation, due diligence and other lender requirements must still be completed before the funds can be considered committed and available for drawdown.

Astron is developing Donald in partnership with Energy Fuels, which has the option to earn a 49% interest in the project. The first development phase is designed to produce approximately 7,100 tonnes of rare-earth element concentrate annually, alongside around 192,000 tonnes of heavy-mineral concentrate containing zircon and titanium minerals.

Government financing supports project development

The Australian public-sector financing package is intended to strengthen the project’s funding position and advance it towards construction. Government-backed lenders can provide capital to mineral developments facing exposure to commodity-price fluctuations, construction challenges, processing technology requirements and concentrated customer markets.

For rare-earth projects, financing assessments must also account for the composition of production, since the commercial value depends on the quantities, recoverability and market value of individual elements.

Despite the conditional approvals, Astron must still complete definitive financing documentation, establish the remaining funding structure and make a final investment decision. The company is targeting an FID during the fourth quarter of 2026, which would represent a key step towards construction.

Energy Fuels establishes US processing route

The Donald development includes a downstream arrangement with Energy Fuels, which holds contractual rights to purchase the project’s rare-earth concentrate for processing at its White Mesa facility in Utah.

This arrangement provides a defined route for Australian-produced material to enter a rare-earth processing operation in the United States, creating an alternative to supply chains centred on China.

The first development phase will also produce heavy-mineral concentrate containing zircon and titanium minerals, adding industrial mineral output alongside rare-earth production. The project’s commercial structure therefore extends beyond extraction, with downstream processing arrangements forming an important part of its development strategy.

A further international connection involves Vacuumschmelze, the German permanent-magnet producer, with which Energy Fuels has been developing a commercial relationship. This creates the possibility of rare-earth materials separated in the United States eventually entering European permanent-magnet manufacturing.

The proposed supply chain would connect Australian mining, US processing and German industrial production, giving Donald potential relevance to Europe’s efforts to diversify critical-mineral supplies.

No agreement has established that a specified proportion of Donald’s future production will be reserved for Germany or the wider European Union. The project therefore represents a potential component of a Western supply network rather than a confirmed source of European deliveries.

Final investment decision remains the next major milestone

The conditional financing approvals improve Donald’s prospects of securing the capital required for development, but significant execution requirements remain. Astron must satisfy the lenders’ outstanding conditions, finalise the financing arrangements and obtain the necessary funding commitments before proceeding with construction.

The targeted fourth-quarter 2026 final investment decision will be a more definitive indication that the sponsors consider the project’s commercial and financial structure sufficient to proceed. The proposed development reflects a cross-border model for critical-mineral supply diversification, in which extraction, separation and downstream manufacturing take place in different jurisdictions. For Donald, the immediate priority is converting the €113 million conditional financing package into finalised funding arrangements and advancing the project towards its investment decision and construction stage.
