Keliber Phases Lithium Commissioning as Refinery Readiness Shapes Production

Finland’s Keliber lithium project, owned by Sibanye-Stillwater, is prioritising stable mining and concentrator operations before starting its chemical refinery. The staged commissioning strategy, maintained in the company’s September interim filing, aims to reduce integrated ramp-up risks, manage lithium-market volatility and preserve capital flexibility.

The project’s production chain combines ore extraction, mineral concentration, heat treatment and hydrometallurgical refining to produce battery-grade lithium hydroxide. Each stage must demonstrate reliable performance before the integrated operation can deliver consistent commercial output.

Concentrate Quality and Refinery Performance

The concentrator must produce consistent feedstock suitable for chemical conversion, while the refinery must demonstrate conversion efficiency, product quality and impurity control. Initial production alone does not establish sustained output that meets battery-material customers’ specifications.

Construction completion, technical commissioning, stable production and customer qualification are separate milestones. The transition also requires working capital, while revenue from refined lithium depends on refinery readiness and product acceptance.

Operating Costs and Commercial Supply

The phased approach can help lenders identify operational problems before the full production chain is ramped up, but it also makes the timing of refined-product revenue a separate financial consideration. Upstream production and refinery utilisation must remain aligned.

Investors will monitor ore availability, concentrate quality, recovery rates, reagent consumption, energy use, maintenance requirements and product qualification. These factors will determine whether Keliber can produce lithium hydroxide at a sustainable operating cost under changing market conditions. The project supports Europe’s development of domestic lithium conversion capacity. Its key commercial milestone will be regular deliveries of qualified battery-grade lithium hydroxide, rather than upstream commissioning progress alone.
