Keliber in Finland is developing an integrated lithium operation designed to connect spodumene mining with concentrate production and battery-grade lithium hydroxide refining within Europe. The development includes lithium mines, the Päiväneva concentrator and a lithium hydroxide refinery in Kokkola, creating a domestic processing route from spodumene ore to battery-grade material. Cumulative construction expenditure had reached approximately €719 million by mid-2026.
Mine, Concentrator and Refinery Development
The project began staged production activities earlier in the year, with initial priority placed on establishing reliable lithium concentrate output before the refinery is fully ramped up. The sequencing reflects the operational requirements of an integrated processing chain. Consistent ore production is required to supply the concentrator, while the concentrator must provide stable feed for the refinery.
The refinery must then produce lithium material meeting battery-grade purity requirements, after which customers still need to qualify the product. Each stage therefore depends on the performance of the preceding part of the chain, creating potential delays between individual production steps.
European Lithium Processing
An integrated domestic operation keeps more stages of the lithium value chain within Europe than projects focused solely on producing concentrate. This can provide a shorter regional sourcing route for battery manufacturers while supporting supply security. European lithium processing also faces cost pressures. Chinese lithium converters operate at large scale within established supply chains, while European projects can face higher construction, labour and energy costs.
The competitive position of European integrated lithium projects therefore depends on a combination of industrial policy, logistics, product quality and supply security. Keliber’s development encompasses more than eventual lithium production volumes. Its mine-to-chemical configuration will test the operation of an integrated European platform spanning mining, concentration and lithium hydroxide production.
