Greenland Approves Tanbreez Mining Plans, Leaving Operating Permits and Financing Outstanding

Critical Metals Corp. has secured Greenland government approval for the mining and closure plans covering its Tanbreez heavy rare-earth project, advancing development of one of the world’s largest undeveloped rare-earth deposits outside China.

The approvals establish the framework for project development, mine operations and rehabilitation through 2050. Tanbreez contains 19 critical elements, including dysprosium, terbium, neodymium, praseodymium, zirconium, hafnium, tantalum and niobium. The decision represents a significant regulatory milestone, but it does not provide full construction authorisation. Critical Metals must still obtain activity-specific operating permits before physical development can begin.

Heavy Rare Earths Central to Tanbreez’s Strategic Role

Tanbreez has been positioned as a potential Western source of rare earths, particularly heavy rare-earth elements used in high-performance permanent magnets. Dysprosium and terbium are important for improving magnet performance at elevated temperatures and are among the materials with highly concentrated supply chains. These elements are used in applications including electric vehicles, wind turbines, defence systems and industrial motors. A commercial operation at Tanbreez could provide upstream material for supply chains serving these industries, subject to suitable processing and commercial arrangements.

Greenland’s position within the wider North Atlantic economic and security sphere also gives the project relevance to European and allied efforts to develop alternative sources of critical minerals. A large-scale operation could supply feedstock to European facilities producing separated rare-earth materials, metals and magnets if the necessary processing capacity and commercial agreements are established.

Project Capital Estimate and Potential US Financing

A 2025 preliminary economic assessment estimated Tanbreez’s initial project capital requirement at approximately €259 million. Critical Metals has also received a letter of interest from the U.S. Export-Import Bank covering potential financing of about €107 million. The support remains non-binding and does not constitute committed project debt, financial close or construction funding available to the company.

No new financing from the European Union, the European Investment Bank or European governments was announced alongside Greenland’s approval of the mining and closure plans. The project’s financing requirements therefore remain unresolved despite progress through the permitting process. Critical Metals still needs binding funding arrangements to advance Tanbreez toward construction.

Final Permits Required Before Construction

The approved plans define the framework for developing and operating the mine and rehabilitating the site through 2050, but additional operational authorisations are still required before physical work can proceed. Critical Metals must secure the outstanding activity-specific permits and establish a funding structure capable of supporting project execution. The company will also need an implementation plan to move Tanbreez from an approved development framework into construction and eventual commercial production. The latest Greenland approvals reduce regulatory uncertainty around the project, while the outstanding operating permits and financing remain key requirements for its next development stage.
